Exonerated Fla. man charged in recent shooting

(AP) ? A Florida man who spent more than two decades in prison before he was exonerated of rape and paid more than $1 million has been charged with attempted murder.

Alan Jerome Crotzer, 51, is accused of shooting into a car that he was driving alongside Sunday in Tallahassee, wounding Antoine Davis in his arm and leg.

Davis told police Crotzer threatened him a couple of months ago after they had an argument over a CD he sold Davis' girlfriend. Davis said he saw Crotzer's car when he was leaving a Best Buy store.

Crotzer pulled up to him and fired through an open passenger window while both cars were going about 40 miles per hour, police said. Police found Crotzer based on a description of his car and he was arrested Monday after Davis picked him out of a police lineup.

The news of the arrest stunned those who have worked with Crotzer since he was released from prison in 2006.

"I don't know how to describe the reaction as anything but truly shocking, and based upon my experience over the course of the past several years it is completely out of character," said Mark Schlakman, chairman of the board of directors of the Innocence Project of Florida. "In many respects by my personal experience with him, he's an extraordinary individual."

Crotzer spent more than 24 years in prison after he was convicted of rape in 1982. Crotzer was convicted of robbing a Tampa family and kidnapping and raping a 38-year-old woman and a 12-year-old girl at gunpoint.

Crotzer said he was nowhere near the scene and witnesses corroborated that, but he had a previous robbery conviction when he was 17 and a witness picked him out of a lineup. He was sentenced to 130 years in prison.

Years later, another man convicted in the robbery told police that Crotzer wasn't with them that night and revealed the real rapist. DNA testing along with the other evidence then convinced prosecutors that Crotzer wasn't involved. He was released in 2006.

In 2008, Gov. Charlie Crist pardoned Crotzer for stealing beer in 1979 when he was 18 and bringing marijuana into prison in 1991. Crotzer said then he had turned his life around.

"I'm not that monster they try to make me be. I am a new person," he told The Associated Press in October 2008.

Crotzer is on the board of directors of the Innocence Project of Florida and has made public appearances speaking out on those who are wrongfully convicted by the state.

Schlakman said Crotzer is a powerful and compelling speaker, adding that he "has not evidenced any deep-seated bitterness based upon what he endured by way of his wrongful conviction."

A man identifying himself as Crotzer's brother answered the door at his Tallahassee apartment. His only comment was that the family was working on a response to the allegations.

A call to Crotzer's attorney also was not immediately returned. Crotzer was still in jail Tuesday.

One of Crotzer's neighbors said he sometimes heard loud noises from Crotzer's apartment but did not know him well. Dean Andrews said heavily-armed police showed up Monday night and surrounded the apartment building before arresting Crotzer.

The Florida Legislature in 2008 approved a bill that paid Crotzer $1.25 million for his time spent in prison. Crotzer and the state signed an agreement that guaranteed him a $6,700 a month payment for 20 years as well as a $250,000 lump sum.

The measure was a top priority of then-Senate President Ken Pruitt, but other top legislators supported the measure including then-House Speaker Marco Rubio. One of the co-sponsors was Adam Hasner, currently a candidate for Congress.

DNP YouTube will throw another $200 million at wannabe channel producers

Google's about to expand its original content experiment by spreading another $200 million around marketing its new video channels, as it announced in May. The original $150 million, which created nearly 100 new YouTube channels with notables like Amy Poehler and NBA Star Blake Griffin, apparently caught on with advertisers who were willing to pay a premium to appear alongside branded, non-crummy content. It's also popular with the creative set, who like the instant feedback and flexibility to take a show 180 degrees if needed in order to draw eyeballs. Mountain View could also possibly bring the more polished programs to French and British viewers by next year, according to WSJ sources. If it does, and you're on that side of the pond, you may want to get your pitch in order.

Update: Google confirmed they won't be investing money on any new channels or production, as originally reported -- the $200 million is for marketing only.

Nexus 7 travel covers to be available outside the U.S. within 2 weeks?

The whole Nexus 7 purchasing process has been a mixed bag for many people, but outside of the U.S. one thing in particular is still lacking. The official OEM cover isn't yet even an option to pre-order in countries such as the UK and Australia. And, that's discounting any potential forthcoming colorful ones. It's frustrating to say the least, there are third party options out there, but for many OEM accessories are the only way. 

The guys down under at Ausdroid are as frustrated as everyone else, and they've been badgering Asus Australia for some information. The response -- via Twitter, it should be noted -- was such:

We should remember that messages via local social media accounts are far from the most reliable source of information. Needless to say, it doesn't sound unreasonable either. That sort of time period puts it about a month after the initial launch of the tablet, and that's got to be long enough to get some cases up for sale, right?

Zoning: A Primer for Real Estate Investors

Most jurisdictions in the United States have some form of zoning in place (The City of Houston,Texas is a notable example of one without formal zoning codes).? We as real estate investors need to have a basic understanding of what zoning is, what it regulates and what its components are because zoning can affect so much of what we do.

This article is intended to serve as a basic introduction to zoning.? Each jurisdiction is different and can have very different zoning regulations.? So please check with your local officials if you have specific questions about the zoning where you invest.

Zoning in its simplest form is the regulation of and segregation of land uses.? Zoning rules generally segregate industry from housing for example, by utilizing different zones in which specific land uses are permitted.? Zoning regulates many other items as well, but we will get to that later; zoning does not make any thing happen, it merely restricts and controls.

Zoning arose around the turn of the last century and was finally legitimized by the US Supreme Court in 1926 in Village of Euclid, Ohio v. Ambler Realty Co., 272 U.S. 365.? Since that time, zoning has taken on many shapes and forms across the country.? But all zoning regulations contain two basic parts, a map and text.? Both the map and text are adopted by the local legislative body, such as city council or county commission, just like any other law or ordinance and are generally known collectively as the zoning ordinance.

The zoning map is a map of a jurisdiction on which the various zoning districts have been drawn in.? Most maps will contain a variety of zoning districts, such as several basic residential districts, a couple of commercial and industrial districts, an agricultural district and floodplain districts.? Other districts could include hospital, recreational and parking districts.? An example can be viewed here of my jurisdiction, Memphis, Tennessee (Click on zoning under hide/show layers ? DPD).

The other portion, the text, is where the meat is. ?This is the portion of the zoning ordinance that describes what can be done in those districts depicted on the zoning map. The text portions can be quite small or be a multi-volume work.?

At a minimum, the zoning text will contain:

  • Descriptions of each zoning district,
  • Definitions of terms used in the text (note these may be different than common dictionary definitions),
  • Permitted uses in each zoning district, such as single-family dwellings, apartments, commercial, industrial, etc.,
  • Bulk regulations for the district. These are things that regulate the overall density and design of the district and include:
    • Minimum lot sizes,
    • Setback requirements or the minimum distances structures must be from property lines and street rights of way,
    • Building heights,
    • Some will also contain clauses on maximum lot coverage or the maximum amount and lot can be covered by all buildings and structures.
  • Procedural matters such as who is responsible for enforcement and how the map or text can be changed.

Many zoning codes can also regulate:

  • The height, size and placement of signs and billboards
  • Historic districts and the use of construction materials and paint colors in those districts.
  • Adult entertainment (for fun, read the definitions of this section).

Why should real estate investors care about all of this bureaucratic mumbo jumbo?

Zoning can directly affect your bottom line, that?s why.

At a minimum you want to make sure the use on the property you are investing in is legal.? In other words that it conforms to the zoning ordinance.? Especially if you are a buy and hold person like me.

If you plan to develop, build or add on to a property you need to know what the zoning ordinance allows.? Can you build what you thought you could build?? Can you add on that third dwelling unit in the back?? Do not trust the seller or the realtor here.? Zoning can be complicated and many times people are simply misinformed.? Check for yourself.

Once you buy it, no matter who did what in the past, the problem is all yours if there is one.? Remember that zoning is not something to be taken lightly or ignored.? They can and will make you tear a building down, stop the use or remove the addition if it does not conform.

Do not think that just because the use has been there forever that it is legal.? Also, do not confuse a property assessor?s commercial designation for tax purposes with the actual zoning designation.? Commercial for tax purposes may not be commercial for zoning purposes.

Key Points to Remember About Zoning

In closing, remember these points.? Zoning directly affects the value of land.? Commercial or industrial land is much more valuable than land zoned for five acre single family residential lots.? Zoning is also political.?? Politicians sensitive to the political winds will decide what you can do with your private property.? In this respect zoning can really dampen real estate investment or it can encourage it, depending on which way the political winds are blowing.

Finally, zoning can be changed by the local governing body at any time often with little notice.? Keep in tune to what is going on.? It seems that every ten years or so bureaucrats get an urge to ?update? the codes.? Watch this process carefully and protect your interests.

It can be tempting to put charges on your credit card every time you can?t afford something, but you probably know this isn?t the right way to use credit. You may not be sure what the right way is, however, and that?s how this article can help you. Read on to learn some essential things about credit card use, so that you use your credit card properly from now on.

When applying for a credit card, be sure that you check out the schedule of fees that may apply to you. This is important because if you do find yourself in a situation where you miss a payment, you do not want to be faced with late payment fees that you cannot afford.

Be sure that you only apply for credit cards that you know that you will need now, as well as, in the future. This is important because having too many credit cards may lead to irresponsible spending and living outside your means. Doing so may very well cause you to become buried in debt and have a hard time paying it off.

If you do a lot of traveling, use one card for all of your travel expenses. If it is for work, this allows you to easily keep track of deductible expenses, and if it is for personal use, you can quickly add up points towards airline travel, hotel stays or even restaurant bills.

To make the best decision regarding the best credit card for you, compare what the interest rate is amongst several credit card options. If a card has a high interest rate, it means that you will pay a higher interest expense on your card?s unpaid balance, which can be a real burden on your wallet.

Make friends with your credit card issuer. Most major credit card issuers have a Facebook page. They might offer perks for those that ?friend? them. They also use the forum to address customer complaints, so it is to your advantage to add your credit card company to your friend list. This applies, even if you don?t like them very much!

Bankruptcy

If you have gotten in over your head with credit, and have no idea how you will pay back your debt, don?t give up just yet. Many companies now have hardship programs which you can enter, that will lower your interest, set you up on a payment plan you can afford, and save you the damage of bankruptcy or litigation.

Surprisingly, if you file for bankruptcy, many credit companies will offer you cards within six months of filing. The reason is simple. They know that you cannot file for bankruptcy for another 4-8 years, which makes you a pretty low risk for default. To repair your credit, you may take one of these offers, but you must pay these on time. If you do not trust yourself, avoid these offers.

Stop using a credit card if your bills become too much to handle. That?s how people into serious financial trouble. First they try to pay their bills with their credit cards, their balances skyrocket, and soon they have to file for bankruptcy. Credit cards do not replace your paycheck.

If you?ve been guilty of using your credit card incorrectly, hopefully, you will reform your ways after what you have just read. Don?t try to change all your credit habits at once. Use one tip at a time, so that you can develop a more healthy relationship with credit and then, use your credit card to improve your credit score. Dogs are both delicacy and man's best friend in Vietnam

At a packed Hanoi restaurant, one of Vietnam's growing ranks of proud pooch owners tucks into a traditional delicacy to mark the end of the lunar month -- a plate of juicy dog.

Canine meat has long been on the menu in Vietnam. But now a growing love of the four-legged friends means that one man's pet can be another's dog sausage -- quite literally as far as dog bandits are concerned.

"We never kill our own dogs for their meat. Here I'm eating in a restaurant so I don't care which dogs they killed or how," Pham Dang Tien, 53, said as he chewed contentedly on a plate of boiled dog.

Dog meat is good for health and virility, believes Tien, who sees no contradiction between these monthly meat binges and owning a dog -- his family have had a string of beloved pet pooches over the course of 20 years.

For many older Vietnamese, dogs are an essential part of traditional Vietnamese cuisine that can coexist with pet ownership. Those dogs that end up on the dinner table are traditionally beaten to death.

When times were hard after the Vietnam War, local authorities in big cities strictly limited pet ownership.

But as the popularity of keeping animals at home rises along with the economy and living standards, more young people feel like 16-year-old Nguyen Anh Hong.

"I just don't understand how people can eat dogs -- they are lovely pets," she said.

The love affair has a dark side -- growing ranks of thieves go from small town to small town in rural areas of Vietnam stealing pets to sell to dog meat restaurants.

Although the value of the thefts -- dog meat fetches around six dollars per kilo -- is too low to concern the Vietnamese police, the loss of a treasured pet to the cooking pot means emotions run high.

Dog-theft related mob violence has spiralled over the last few years.

In June, a man was beaten to death after hundreds of villagers caught him red-handed trying to steal a family dog in Nghe An province, the VNExpress news site reported, triggering an outpouring of public support for the mob.

"It's not right to beat a man to death but anyone in this situation would do the same," one reader, who lost a pet to the bandits, wrote on the site.

In Hanoi's Reunification Park, hundreds of people now walk their pet dogs every day, showcasing the range of exotic foreign breeds -- Chihuahuas and Huskies are particularly popular -- favoured by Hanoi-based pet-owners.

"In Vietnam now, raising pet dogs has become fashionable," said Cu Anh Tu, a 20-year-old university student and dog owner.

"The young generation now seems to love animals very much," he added.

In the countryside, local mongrels are kept as pets or guard dogs. It is these, more nondescript, animals which are most vulnerable to the dog bandits.

Most of the dogs served in Hoang Giang's restaurant are local breeds raised specifically to be eaten -- but as local dogs are also kept as pets in the countryside, it is hard to know which animals are stolen, and which are farmed.

While exotic pet dogs are found only in cities, "in the countryside people will continue to see dogs as meat," he said.

Typically, Vietnamese "eat dog meat at the end of the lunar month to get rid of bad luck. That's what business people often do", said 30-year-old Giang, a specialist dog meat chef.

As he prepared a plate of canine meat in the kitchen of his busy restaurant, Giang told AFP that his small establishment served up to seven dogs a day at that time of the month -- and business is reliably solid.

Dog is served in a range of ways -- from boiled to barbecued -- often with shrimp sauce, rice noodles and fresh herbs, he said.

For Nguyen Bao Sinh, a luxury kennel owner in Hanoi, Vietnam needs to move away from its traditional love of canine meat and learn from other pet-loving cultures.

"They (Westerners) love dogs in this life. That viewpoint is very good... We should love dogs here and now in this life. We should not kill them or beat them barbarously," he said.

Sinh, who run's Hanoi's only luxury kennel and grooming parlour for pets, said he has seen a rise in the number of pet-mad Vietnamese.

His establishment offers "hotel rooms" for pets whose owners go away on business or holidays -- and even has a cemetery for dogs and cats, where hundreds of pets are buried, and monks perform blessings every year.

"It would be better if the state had a law banning the eating of dog meat," Sinh said.

"However, we should not discriminate or look down upon those eating dog meat," he told AFP, adding that the key was to gradually convince the public to respect and love animals.

Braves acquire Maholm, Johnson from Cubs

ATLANTA (AP) ? The Atlanta Braves boosted their rotation and added a right-handed bat to their bench Monday night by acquiring lefty Paul Maholm and outfielder Reed Johnson from the Chicago Cubs.

Braves general manager Frank Wren confirmed the team traded right-handed pitchers Arodys Vizcaino, a top prospect who had season-ending Tommy John surgery in April, and Jaye Chapman to the Cubs. The Braves also got cash in the deal.

With the trade deadline looming Tuesday afternoon, the Cubs figured to keep busy.

Chicago catcher Geovany Soto was pulled from Monday night's 14-4 win over Pittsburgh, as was Johnson, and they both hugged teammates in the dugout. The Cubs were expected to send Soto to Texas.

"He came out of the game and said goodbye," Cubs backup catcher Steve Clevenger said. "Everybody said he was traded and we went on from there."

Cubs ace Ryan Dempster has attracted interest from several clubs. Recently, a deal to send Dempster to Atlanta through.

Instead, with the Braves having won six straight and only 3 1-2 games behind Washington in the NL East and in the thick of the wild-card chase, they plucked another Cubs pitcher.

"It was one of those situations obviously where Atlanta was in the market for a starting pitcher," Cubs general manager Jed Hoyer said with a chuckle. "It made the conversation a little bit easier."

"There's certainly no hard feeling from the front office on what happened" with the potential Dempster deal, Hoyer said.

"As the deadline gets closer, people's positions become more clear. I think it will be busy tonight and I think it will be busy in the morning," Hoyer said.

"There will be a lot of calls. Whether we're going to make other deals, we'll see. But I know there will be a lot of phone calls," he said. "I don't think tonight is going to be one with a lot of sleep."

Wren said the team views Vizcaino as a rising power reliever, but he said Maholm and Johnson are players who can make a difference for the Braves' playoff hopes.

"We want to put ourselves in a good position to win the division, not just make the playoffs," Wren said.

"We were looking for a starter, a quality starter that could give us the kind of production we needed up and down the rotation."

Hoyer said trading Maholm, who has an option year for 2013, and Johnson, who will be a free agent, is "the kind of chance we need to take right now."

"We've been really clear all along that we're not contending right now and we need to take assets that are shorter term and turn them into longer term assets," Hoyer said.

"In the case of Vizcaino we had a chance to get a 21-year-old who, while injured right now, has a really bright future. Guy that has a great arm. Kind of power arm we're looking at in the system. Chapman has had good success in Triple-A as a reliever. Another guy we're excited about."

The Braves recently removed Jair Jurrjens from the rotation. Kris Medlen, who has been a key reliever, will make his first start of the season on Tuesday night against Miami.

Wren called the deal "a perfect fit" for the Braves' needs.

"We got two real key fits for us," Wren said.

"If we are done, if nothing else transpires tomorrow, we will be real happy with where we are."

Maholm, 29, is 9-6 with a 3.74 ERA, including a 4-0 record and 1.23 ERA in July. He is 62-79 in eight seasons, including seven with Pittsburgh.

"The thing that keeps coming back from our scouts is he doesn't give in," Wren said.

"To have the opportunity to get a quality left-handed pitcher at any time, we're excited about that."

The Braves will have a $6.5 million option to retain Maholm in 2013.

Johnson is hitting .333 against left-handers this season. He is 13 for 29 (.448) as a pinch hitter.

"We need another right-handed hitter," Wren said, adding the team also had interest in Johnson last year.

Chapman is 3-6 with a 3.52 ERA at Triple-A Gwinnett. Vizcaino was 1-1 with a 4.67 ERA in 17 games with Atlanta in 2011.

The 35-year-old Johnson is hitting .307 with three homers and 16 RBIs. He has played all three outfield positions and is a career .284 hitter.

Johnson started in center field and led off for the Cubs on Monday night. He reached on an error to start Chicago's nine-run fifth inning. After the Cubs batted around, he was due to bat again in the inning but did not come out onto the on-deck circle.

After a brief delay, David DeJesus was sent out to pinch-hit. TV showed Johnson exchanging hugs with teammates.

"It is strange telling two players in the middle of a game," Hoyer said. "It started to leak out about Paul and I wanted to make sure he heard from us first.

"Both guys took it great. They both enjoyed being Cubs."

Added Hoyer: "It's always fun to trade guys to a contender."

Wren said Maholm may join the team in Atlanta on Wednesday. Johnson is expected to join the team on Tuesday.
