Hopes for ECB action help European markets

(AP) ? European stocks recovered Thursday as hopes for central bank action to ease the financial crisis tempered worries that the economic downturn is hurting corporate earnings.

Markets have been rattled over the past few days by fears that Spain, the fourth-largest economy among the 17 states that use the euro, could need a bailout along the lines of Greece, Ireland and Portugal.

Markets recovered somewhat on Thursday on reports that European Central Bank President Mario Draghi told a conference of investors in London the bank could intervene in markets to bring down the government borrowing rates.

After trading lower, Germany's DAX was up 0.1 percent at 6,410.25 while France's CAC 40 was 1 percent higher at 3,112.45. Britain's FTSE rose 0.5 percent to 5,523.28. The euro rallied to trade 0.5 percent higher at $1.2214.

Wall Street was expected to open higher, with both the Dow and the S&P 500 futures up 0.4 percent.

Borrowing rates for Spain and Italy fell following the ECB President's remarks. The yield on Italy's 10-year bond dropped to 6.35 percent. Madrid's main interest rate, however, remains unsustainably high at 7.21 percent.

Marc Ostwald, an analyst at Monument Securities, welcomed Draghi's comments that high borrowing rates could hurt the bank's efforts to control inflation. Market-watchers took that as a signal that the ECB could be more willing to intervene in markets to lower those borrowing rates ? which the bank has in recent months said is not part of its mandate.

"They hint at a possible attempt to circumvent the restrictions on outright government bond purchases," said Ostwald.

Market sentiment had also been given a boost already on Wednesday, when ECB policymaker Ewald Nowotny suggested that Europe's bailout fund could be given a banking license. That would give it the ability to borrow money from the ECB. Such a move would be of particular significant for Spain and Italy as the current bailout fund does not have enough money to rescue them both.

Draghi's comments helped offset mostly gloomy news from corporate earnings. Major companies like engineering group Siemens and carmaker Volkswagen warned that the economic slowdown in Europe would hurt profits in coming quarters. That hurt stocks in the industrial and automotive sectors.

Siemens shares were down almost 4 percent while Volkswagen fell 2.3 percent. Telecommunications maker Alcatel-Lucent suffered an 8.6 percent drop. Oil company Shell, which reported lower profits, saw its shares fall 3.1 percent.

Consumer goods maker Unilever was a bright spot, gaining 4.7 percent after reporting a strong rise in profits. But its improvement in business was due to growth outside of Europe, where sales in fact fell.

Earlier in Asia, indexes mostly rose, though gains were kept in check by more evidence of the toll that Europe's prolonged debt crisis is taking on the region. South Korea, Asia's fourth-largest economy, said economic growth slowed to a two-year low in the second quarter as weakness in Europe crimped demand from South Korea's biggest market China.

Japan's Nikkei 225 stock average climbed 0.9 percent to 8,443.10 and Hong Kong's Hang Seng added 0.1 percent to 18,892.79. South Korea's Kospi gained 0.7 percent to 1,782.47. Australia's benchmark rose 0.6 percent to 4,147.70 while the Shanghai Composite shed 0.4 percent to 2,126.

In energy trading, benchmark crude for September delivery was down 12 cents at $88.85 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 47 cents on Wednesday in New York to end at $88.97.

China charges Bo Xilai's wife with murder

The wife of Bo Xilai, the former political leader whose downfall sent shockwaves through China, has been charged with murdering a British businessman, state news agency Xinhua said Thursday.

Gu Kailai, a former international lawyer whose husband was one of China's most promising political leaders until his dramatic fall from grace this year, will face trial for intentional homicide, Xinhua reported in a brief dispatch.

Zhang Xiaojun, previously described as an orderly who worked for the high-flying couple, will also be prosecuted on the same charge, it said, citing authorities.

Xinhua said there was "irrefutable and substantial" evidence that the pair had poisoned Neil Heywood, a British businessman who had commercial dealings with Bo and his wife.

"Investigation results show that Bogu Kailai, one of the defendants, and her son surnamed Bo had conflicts with the British citizen Neil Heywood over economic interests," said Xinhua, using Gu's married name.

"Worrying about Neil Heywood's threat to her son's personal security, Bogu Kailai along with Zhang Xiaojun, the other defendant, poisoned Neil Heywood to death."

Little is known about the nature of Heywood's relationship with the couple's son Bo Guagua, although he is reported to have helped secure a place for him at Harrow, the exclusive British school that Heywood himself attended.

The younger Bo recently graduated from Harvard.

Heywood's death in a Chinese hotel room last November was initially blamed on excessive alcohol consumption.

Gu and Zhang have been interrogated and will be tried at a court in the eastern Chinese city of Hefei "on a day to be decided", Xinhua said, adding that their families had been informed.

If convicted, Gu faces the death penalty, although this is often commuted in the case of high-profile defendants.

The scandal, which first came to light in February, has sent shockwaves through the highest echelons of power in China and led to Bo being sacked from his post as Communist Party leader of the megacity of Chongqing.

Analysts say it has exposed deep divisions within the Communist Party ahead of a crucial, once-in-a-decade leadership transition due to take place at a party congress this autumn.

Li Datong, a former editor at the state-run China Youth Daily who was removed for reporting on sensitive issues, said China's leaders would be keen to settle the case before then.

"The whole thing should be handled before the 18th Party Congress. Everything has to be resolved -- Bo Xilai, Gu Kailai, everything," he said.

"They cannot leave this problem for the next leadership. It has to be handled now."

Li said the case had only come out into the open as it did because Wang Lijun, a senior official in Chongqing, had gone to a US consulate in southern China to express his suspicions about Bo and his family.

"No one would have known of this case without Wang Lijun. The people would not know, the party would not know. This is why it exploded," he said.

"This time (the Party) was unable to cover it up. It was too big for them to cover up."

Bo, the son of a revered Communist revolutionary, had earned a national profile with a draconian crackdown on criminal elements in Chongqing and a "red revival" campaign marked by the mass singing of old Maoist-era songs.

Many analysts saw the moves as a bid for entry to China's inner circle.

But the rapid unravelling of his fortunes has exposed a harsh factional reaction against the charismatic and ambitious leader, and the affair has been seen as a huge embarrassment for the party.

He is thought to be under house arrest and is being investigated for corruption. He has been stripped of his senior positions with the ruling Communist Party, although he remains a member.

Thursday's announcement came a little over a week after Patrick Devillers, a French architect said to have been close to Gu, travelled to China to assist in the official inquiry.

Devillers, 52, is understood to have been a business associate and friend of Bo and his wife, although his exact role is unclear.

He is believed to have first crossed paths with the couple in the 1990s, when Bo hired him to do some architectural work in the Chinese city of Dalian.

He was detained in Phnom Penh, where he had been living, on June 13 at Beijing's request and boarded a flight to China after he was released by Cambodian authorities.

Cambodian officials and the French foreign ministry have stressed it was Devillers' own choice to help Beijing with its investigation. China has so far made no comment.

The Best Ice Cream Ever

Oh wait. That just so happens to also be the address of Lula?s Sweet Apothecary and its cashew-based ice cream flavors such as caramel swirl, peanut butter chocolate chip, butterscotch, soft-serve cake batter? Coincidence?

Did I mention that eating at Lula?s got my boyfriend to grudgingly admit vegan ice cream can be awesome? We?ve now been to Lula?s umm? three times in a week. I think know I?m in love.

Lula?s has the uncanny ability to churn out ice creams that exactly mimic the flavor of their inspired foods. The cookies-n-cream tastes like eating Oreos, the cream soda is so authentic it should come with a straw, and if you close your eyes while consuming the pb&j ice cream you will swear that you?re biting into a peanut butter and jelly sandwich.

On the first trip, I ordered their famous cake batter soft serve:

It tasted exactly like cake batter.

And it made me embarrassed for posting my Cake Batter Milkshake.

My shake recipe tastes like a delicious vanilla-y shake? But Lula?s soft serve? It tastes like you are literally eating raw cake batter in the form of ice cream. In fact, it was a little too weird for me; the cake batter flavor was too spot-on! Since I didn?t want to settle for something I didn?t completely love (on what I thought would be my only trip to Lula?s), I went back in and ordered the chocolate soft serve:

Hands down the best thing I?d eaten on the entire vacation.

(As mentioned earlier, we went back twice more after that first trip to Lula?s, and I ordered their non-soft-serve chocolate ice cream and oatmeal-raisin cookie. Please, Lula?s, please come to Texas!!)

For dinner, we met up with Jessica and her boyfriend at Souen, one of my favorite restaurants in NYC. Souen is macrobiotic, but not completely vegetarian, and the boys both ordered sushi.

I usually order the Kuzu Stew, but Jessica kept raving about a particular dish with the unassuming name of ?Squash Tofu.? I never would?ve thought to try it had she not gone on and on (and on) about how good it was.

The dish (which we both ordered sans tofu) boasts a plethora of vegetables?broccoli, cauliflower, cabbage, onion, kale, carrot, and kabocha squash?enveloped in the most delicious creamy tahini sauce you could ever imagine. Think: the taste and texture of peanut sauce, but with tahini instead of peanut butter. It was thick and rich and the perfect balance of salty and sweet.

In 2011, there were more than 200 cases of measles reported in the U.S. In 2010, about 27,550 cases of whooping cough (pertussis) were reported, and 25 people died from the disease. ?Without vaccines, these numbers would be much, much higher,? Dr. Schuchat said. ?That?s why kids still need vaccines.?

When children are not vaccinated, they are at increased risk of disease and can spread diseases to others in their classrooms and community ? including babies who are too young to be fully vaccinated, and people with weakened immune systems due to cancer and other health conditions.

School-age children need vaccines. For example, kids who are 4 to 6 years old are due for boosters of four vaccines: DTaP (diphtheria, tetanus, and pertussis), chickenpox, MMR (measles, mumps, and rubella), and polio. Older children, like pre-teens and teens, need Tdap (tetanus, diphtheria, and pertussis), HPV (human papillomavirus) and MCV (meningococcal conjugate virus) vaccines. In addition, yearly flu vaccines are recommended for all children 6 months and older.

Check with your child?s doctor to find out what vaccines are needed.

A former Guelph resident who is a longtime Kenora lawyer has won Legal Aid Ontario?s highest honour.

Peter Kirby, who has practised family and criminal law in the Kenora area for 34 years, is the sixth person to receive the Sidney B. Linden Award since its inception in 2005. Named after a judge who was the first chair of Legal Aid Ontario?s board of directors, the award honours people who have demonstrated a commitment to helping low-income people and have given their time and expertise towards ensuring access to justice.

Kirby, who attended Guelph Collegiate, is one of the sons of the late John Kirby, a general surgeon in Guelph, and his wife Mary, also deceased, said Jim Schroder, a relative who still lives in Guelph.

?I can?t think of anyone who should get that award more than Peter,? Schroder said Friday.

Legal Aid Ontario?s website says Kirby was the driving force behind the development of the Kenora Community Legal Clinic. Among other things, it says, he?s a regular speaker at events that advocate for ?preventative and rehabilitative measures and oppose punitive sanctions.?

Protest over Anaheim police shootings turns violent

ANAHEIM, California -- Protesters broke the windows of least a half-dozen storefronts in Anaheim on Tuesday and 24 people were arrested in the second major clash between police and demonstrators since an officer shot dead an apparently unarmed man.

Mayor Tom Tait had called on Monday for a state and federal review of the shooting of the man, a suspected gang member.?


More than 600 demonstrators gathered at City Hall on Tuesday, where officials were holding a regular meeting, police said.?

NBCLosAngeles.com reported that crowds converged on the building at around 4 p.m. (7 p.m. ET) to urge council members to investigate a series of recent?officer-involved shootings?and reform the city's police force, which?residents have accused of racial profiling.

Officials say there have been eight officer-involved shootings in the city this year.

The council chamber reached capacity and police in riot gear blocked access to the meeting, according to NBCLosAngeles.com.

Some protesters threw patio chairs through the windows of a Starbucks, a witness told Reuters. No one in the coffee shop was injured, said Anaheim police spokesman Sergeant Bob Dunn.?

In the same block-long strip mall, at least five other businesses also had windows smashed, a witness said.

Afterward, officers toting shotguns stood guard in front of the storefronts.?

Dozens of officers wielding night sticks faced off against the demonstrators, who at one point threw water bottles and rocks toward the line.?

At least one person was transported to the hospital after being shot in the head with a pepperball, Dunn told NBCLosAngeles.com. No officers were injured.

Aerial footage showed several fires near the scene of the protest -- one in a trash bin, another near a bus bench.

Two officers had tried to approach three men in an alley who fled, Dunn said earlier this week. The officers followed on foot and one caught up to one suspect, police said.?

The officer shot the man, who police said they later identified as Manuel Diaz, a known gang member. Diaz was not found to have been carrying a gun, police said.?

'Transparency is essential'
Police fired pepper pellets at angry residents near the scene of the shooting on Saturday.?

Late on Sunday Anaheim officers tried to stop a car and killed a man who police said fled and opened fire on them during a foot chase.?

He was the fifth person to die in an officer-involved shooting in Anaheim this year.

Tait?called for a state and federal probe?of the fatal shootings during a news conference Sunday, during which some 70 protesters stormed the lobby.

"Transparency is essential," Tait said Sunday. "The investigation will seek the truth. And whatever the truth is, we will own it."

At least four agencies are involved in?or are expected to join the investigation, including the U.S. Attorney's office, the State Attorney General, the Anaheim Police Department's Officer of Internal Affairs and -- as is usual for officer-involved shootings -- the Orange County District Attorney's Office.

Anaheim was among six California cities with a population over 100,000 that saw the biggest spikes in violent crime in 2011, according to an analysis of FBI crime data released last month.
