Afghan Taliban deny Mullah Omar wrote to White House (Reuters)

KABUL (Reuters) ? The Afghan Taliban denied on Saturday that the group's leader Mullah Omar wrote to the White House last year.

The White House received a letter in 2011 which purported to come directly from Mullah Omar, asking the United States to deliver prisoners whose transfer is now central to American efforts to broker peace in Afghanistan, an Obama administration official said Friday.

"Islamic Emirate of Afghanistan rejects this baseless rumor with the strongest of words," a statement on the Islamist group's website said, using the name by which the Taliban often calls itself.

The letter, intended for President Barack Obama, reportedly expressed impatience that the White House had not transferred five former senior Taliban officials out of Guantanamo Bay military prison.

The White House itself was "skeptical" the letter was actually from Mullah Omar, the official said, though others within the administration believed it was authentic.

"Hoping for surrender from the Afghan people is an unrealistic wish and a goal which could not be achieved by America in the past ten years," said Saturday's statement, attributed to Taliban spokesman Zabihullah Mujahid.

The Taliban last month said it would open a political office in Qatar, suggesting the group may be willing to engage in negotiations.

After more than a decade of war, Washington and its allies are announcing plans to steadily withdraw their troops amid doubts about the ability of the Afghan government and its nascent security forces to confront ongoing violence.

This week, U.S. Defense Secretary surprised Kabul by suggesting the American combat mission could end in 2013, well ahead of the end-2014 deadline agree with Afghan President Hamid Karzai for the exit of foreign combat troops.

"The U.S. is committed to the Lisbon timetable, which means that combat operations by international and Afghan forces are fully resourced and capable as necessary until the end of 2014 and beyond," U.S. ambassador to Afghanistan Ryan Crocker said in a statement Saturday.

"This is not a change in policy or strategy but recognition of the progress we all agreed to achieve in Lisbon."

The New York State Education Department?s School for the Blind in Batavia is seeking to fill two (2) Instructor positions. Duties will include but not be limited to:

? Providing Braille Instruction for students (Ages 5-21);
? Instructing students in academic or vocational subject areas, assuring that an appropriate Individual Education Program (IEP) is established and all mandates are fulfilled;

? Establishing a daily schedule for students and staff;
? Administering standardized educational assessments;
? Observing and evaluating special education assistants;

? Preparing evaluation reports, report cards and deficiency notices; writing quarterly progress reports and IEPs; maintaining daily attendance records, and maintaining Medicaid notes;
? Participating in departmental staff, parent, and multidisciplinary team meetings;
? Performing other duties as requested by the supervisor; and
? Complying with all health and safety standards.

MINIMUM QUALIFICATIONS: Candidates must have a Bachelor?s degree or higher and a valid NYS teaching certificate.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates with the following qualifications:
a. NYS Teacher Certification in Special Education.
b. Certification as a Teacher of the visually impaired; with evidence of specialized training in working with developmentally delayed, blind/sensory impaired children; and demonstrated ability to work as a member of an educational team.
c. Must be proficient in Braille instruction and/or have significant experience with reading and writing Braille.
d. Ability to perform moderate to heavy lifting of children and to participate in physical activities such as swimming.
e. Experience and training in the areas of behavior modification, orientation and mobility, sign language, and Braille.

CONDITIONS OF EMPLOYMENT: Fingerprinting through the Department of Criminal Justice Services (DCJS) and a background check through the Office of Children and Family Services is required for employment. This is a permanent, 10-month position.

*Leads to a maximum salary of $77,942 based on annual performance advances and education level.

Superbowl Sunday Food: Prosciutto Pepper Puffs - Tv Food and Drink

Here?s a simple twist on the recipe for crab puffs I posted a while back to accomodate those heathens who dislike crab. There were more of them out there then I originally realized ? my mother and father being two of them ? so out with the crustacea and in with a hot and zesty one-two punch of prosciutto and serrano pepper that?ll keep these babies flying into your mouth faster than you can keep count. And being as light and mouth-watering as they are, you won?t want to keep count.

Serrano is Spanish for ?from the mountains.? The peppers were reportedly first cultivated in the mountain regions of Puebla and Hidalgo, Mexico. They are generally the hottest peppers commonly found in U.S. grocery stores, and are 5 to 10 times hotter than jalapenos. Their thin skin and meatiness makes pre-prep nearly non-existent. I simply mince a few up and toss them into everything ? tacos, tuna salads, ground beef, chicken, sandwiches, eggs and pizza toppings. They?re bountiful and inexpensive, but if you?re not a fan of chile pepper heat, just omit them from the recipe. The prosciutto itself brings more than enough flavor to satisfy just about anyone.

  • 1 cup water
  • 6 tablespoons butter
  • 1/8 teaspoon black pepper
  • 1 cup all-purpose flour
  • 5 eggs
  • 3/4 finely chopped prosciutto or fully cooked ham
  • 2 serrano peppers, minced
  • 1/4 cup minced chives

In a large saucepan, bring the water, butter and pepper to a boil. ?Add in the flour ALL AT ONCE and CONTINUE TO STIR until it begins to come together into a sticky substance with a ?Play-Doh? consistency. Remove from the heat and let stand for about five minutes

Add eggs, one at a time, blending well after each addition. ?Continue beating until the mixture becomes smooth and shiny. ?Stir in the prosciutto, serrano peppers and chives. Mix thoroughly.

Lay out on greased baking sheets in heaping teaspoons. ?Cook for approximately 19-22 minutes, but check frequently, and once they turn golden brown, remove them. ?Let cool for about 5 minutes, then serve warm. ?Refrigerate leftovers and re-heat at 350 for about 10 minutes ?(though they go down almost as well cold, trust me).

If Japan Is Our Worst-Case Scenario, We're All Right (The Motley Fool)

In 1991, former MIT dean Lester Thurow wrote that "If one looks at the last 20 years, Japan would have to be considered the betting favorite to win the economy honors of owning the 21st century."

He wasn't alone. The standard view of the 1980s held that Japan's sway over the world economy was unbreakable. Its economy grew faster. Its corporations were more efficient. Its workers more productive. In 1988, former Reagan official Clyde Prestowitz warned: "The American century is over. The big development in the latter part of the century is the emergence of Japan as a major superpower."

Such comments are now ridiculed relentlessly by analysts and commentators, including myself. Japan, after all, did not boom. Far from overtaking the United States, its economic growth stagnated for two decades, its stock and housing markets collapsed, and its government entombed itself in debt. Twenty years ago, Japan was synonymous with the phrase "juggernaut." Today, it's often seen next to the phrase "lost decade."

America should take notice, we hear these days. If we don't get our act together, we could be in for a lost decade or two just like Japan.

But there's an interesting rebuttal to these warnings by a Japan-based journalist named Eamonn Fingleton. He summarizes his views bluntly: "[A]fter studying the facts on the ground in Tokyo for decades I find it hard to avoid the conclusion that the story of Japan's stagnation is a media myth."

How so? Consider:

  • The highest Japan's unemployment rate has been in the last 20 years is 5.5%. Its current unemployment rate, 4.6%, is about half that of the United States. Among those of prime working age, unemployment is virtually nonexistent in Japan today.
  • Japan's average life expectancy at birth increased by more than four years -- from 78.8 years to 83 years -- between 1989 and 2009. Japanese, Fingleton points out, "now typically live 4.8 years longer than Americans," and better health care is a major factor.
  • Japan had a current account surplus of nearly $200 billion in 2010, up threefold in 20 years. By contrast, America's current account deficit was nearly half a trillion dollars in 2010, up fivefold in 20 years. In short, Japan supplies the world with products and capital, while America supplies it with debt.
  • Based on purchasing power parity, Japan's income per capita has grown at nearly the same rate as America's over the last 20 years (0.8% vs. 1%, respectively).
  • According to the Japanese Statistics Bureau, during the "lost decade" of 1991-2001, the average Japanese citizen spent more time enjoying arts and culture, gardening, reading books, sightseeing outside the country, and visiting family.
  • The yen has strengthened 87% against the dollar and 94% against the pound over the last two decades.
  • Japan's ranking in the world Corruption Perceptions Index has increased substantially over the last decade, and is now well ahead of the U.S.

The average Japanese citizen, in other words, is living longer, earning more money, spending more time in leisure activities, being better represented by government, and enjoying some of the highest job security in the developed world. If this is the narrative of a failed economy, sign me up.

Why the gulf between perception and reality? Part has to do with the standard metric we use to judge economy's health: gross domestic product. Over the last two decades, Japan's real GDP has grown at 1% a year, compared with about 2.5% for the United States. Clearly, Japan looks like the loser of the two countries.

But there's a difference: Japan's population is in decline, while America's is rising. From 1990 to 2007, Japan's working-age population fell from 86 million to 83 million, while America's jumped from 160 million to 200 million. When GDP is measured on a per capita basis, the growth difference between Japan and America narrows by two-thirds. When viewed as GDP growth per working-age resident, the difference between the two nations virtually disappears. The size of Japan's pie may not be growing as fast as America's, but the amount of pie available to each citizen, and each worker, is plodding along at a similar rate.

Make no mistake: Japan's economy faces unimaginable challenges because of its staggering debt load. Demographics magnify those dangers. "Japan is a bug searching for a windshield," investor John Mauldin said two years ago -- a comment that was probably as accurate as it was controversial.

But Fingleton's points are valid, and highlight two important issues.

One, gross domestic product can be a poor way to measure an economy's worth and progress. It counts things that don't matter -- a vague calculation of output -- while ignoring how actual people on the ground are doing. In his book The Rational Optimist, author Matt Ridley shows how Africa frequently falls into the same trap. Judged by GDP growth, most of Africa looks like a pit of stagnation and decline. But using metrics that are actually meaningful to people -- life expectancy, access to health care, clean drinking water, disease prevention, education, democratic representation -- Africa has made incredible strides in recent decades.

Fingleton makes a somewhat analogous argument for Japan: "There's a dramatic gap between what one reads in the United States and what one sees on the ground in Japan," he quotes journalist William Holstein as saying. He continues: "The fallacy of the 'lost decades' story is apparent to American visitors the moment they set foot in the country. Typically starting their journeys at such potent symbols of American infrastructural decay as Kennedy or Dulles airports, they land at Japanese airports that have been extensively expanded and modernized in recent years."

Second, misconceptions about Japan's economy demonstrate how easy it is to assume something is accurate just because you've heard it ad nauseum. Admittedly, I've mentioned Japan's lost decades in the past without asking whether there were another side of the story. I heard enough about stagnation and decline to assume it was all true. Not until I read Fingleton's rebuttals did I look at the details and realize, to my shock, that he was right. What's the saying? Trust, but verify.

Fingleton finished a recent essay with a note: "I feel so strongly about all this that I have more than once over the years challenged the principal proponents of the 'lost decades' story to a debate. I first tried in 1998; and then again in 2002. On each occasion there were no takers."

BMW PR stunt backfires with weather disaster

BMW?apologized after?a PR?strategy to pay for the naming rights to a weather system backfired -- that system turned into the deep freeze that's claimed dozens of lives across Europe.

The goal was to promote BMW's?Mini Cooper brand?by paying Germany's meteorological office 299 euros ($392) to name?a system "Cooper"?-- a practice in place since 2002 to help fund?weather monitoring work in Germany. Unfortunately for BMW, the system it was assigned to?turned out to be a killer.

"Of course we are sorry. It was not intentional, you cannot tell in advance what a weather system will do," a company spokeswoman told The Independent of London.

BMW also has had?plans to later this year?name a low-pressure?system "Minnie" -- no word whether that's still in the works, though.
