(AP) ? North Korea's next leader burnished his diplomatic skills Monday, welcoming a private South Korean mourning delegation as state media revealed a new title that gives Kim Jong Un authority over political matters.

Kim Jong Un has rapidly gained prominence since the death of his father Kim Jong Il on Dec. 17, and his brief meeting with a group led by a former South Korean first lady and a prominent business leader shows Seoul that he is assured in his new role.

State media have showered Kim with new titles. On Saturday, the North referred to him as "supreme leader" of the 1.2 million-strong armed forces and said the military's top leaders had pledged their loyalty to him. On Monday, the Rodong Sinmun newspaper described him as head of the Central Committee of the Workers' Party ? a post that appears to make him the top official in the ruling party.

On Monday, a South Korean delegation stood in a line on a red carpet and bowed silently during their visit to the Kumsusan Memorial Palace, where Kim Jong Il's body is lying in state in a bier surrounded by flowers and flanked by an honor guard.

Kim Jong Un gave the South Koreans his thanks after they expressed condolences and sympathy, the North's official Korean Central News Agency said. Seoul's Unification Ministry confirmed the meeting in a statement but didn't elaborate.

The lead delegates were the widow of former South Korean President Kim Dae-jung, who engineered a "sunshine" engagement policy with the North and held a landmark summit with Kim Jong Il in 2000, and Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North.

Their meeting with Kim Jong Un could be intended to push South Korea to pursue previously agreed upon cooperative projects that would give North Korea much-needed aid, said Yang Moo-jin, a professor at the University of North Korean Studies, which is in South Korea.

Footage from AP Television News in North Korea earlier showed the South Koreans being greeted by North Korean officials during a stop at a factory park in the North Korean border town of Kaesong. North Korea sent delegations to Seoul when the women's husbands died.

Monday's meeting appeared to be Kim Jong Un's first reported meeting with South Koreans since his father's death.

The Kim family has extended its control over the country of 24 million people to a third generation with Kim Jong Un, who is in his late 20s and was revealed last year as his father's choice among three sons for successor.

Kim Jong Il, who ruled North Korea for 17 years, wielded power as head of three main state organs: the Workers' Party, the Korean People's Army and the National Defense Commission. His father, North Korea founder Kim Il Sung, remains the nation's "eternal president" long after his 1994 death.

Kim Jong Un was named a vice chairman of the Central Military Commission of the Workers' Party last year, but was expected to ascend to new military and political posts while being groomed to become the next leader.

Monday's reference to his new title was in commentary in the Rodong Sinmun newspaper, the mouthpiece of the Workers' Party, urging soldiers to dedicate their lives "to protect the party's Central Committee headed by respected Comrade Kim Jong Un." Rodong Sinmun has also called on the people to become "eternal revolutionary comrades" with Kim Jong Un, "the sun of the 21st century."

The language echoed slogans used years ago to rally support for Kim Jong Il, and made clear the son is quickly moving toward leadership of the Workers' Party, one of the country's highest positions, in addition to the military.

North Korea refers to Kim Il Sung as the "sun" of the nation and his birthday is celebrated as the "Day of the Sun," and state media have sought to emphasize Kim Jong Un's role in carrying out the Kim family legacy throughout his succession movement.

His titles are slight variations of those held by his father, but appear to carry the same weight. It was unclear whether the nation's constitution had been changed to reflect the transfer of leadership as when Kim Jong Il took power after his father's death.

The number of people living on less than $1.25 a day is projected to be 883 million in 2015, compared with 1.4 billion in 2005 and 1.8 billion in 1990, according World Bank statistics.

The outlook for developing countries to reduce hunger, enroll children in primary school, and reach a number of related UN-set benchmarks is similarly good.

"Their progress is much better than I expected," says Delfin Go, lead economist at the World Bank's Development Prospects Group.

Globally, women's lot is rising, both in absolute terms and relative to men. In developed countries there's an increased consensus supporting formal legal rights and guarantees of equality for women, says a World Bank report on the subject. Paul Kleyman: Media Fail to Tell Full "Tax Holiday" Story

Democratic leaders and the White House are congratulating themselves as they depart for the holiday weekend about their tax-holiday victory -- but only until the Feb. 29 leap-of-faith day -- over GOP hardliners. But the payroll tax holiday, like most vacations, will have its bill to pay.

The national media have been playing the bipartisan shuffle in terms of Democratic stimulus versus GOP stinginess. But such major media as the New York Times, Wall Street Journal have largely abrogated their responsibility to report another viewpoint that multiple progressive experts and commentators have argued for since the essentially Republic tax-cut idea was put forward and accepted last year by the Obama White House.

A long list of prominent policy experts and advocates have contended for over a year that although the economy likely needs the tax cut's modest economic transfusion, President Obama could have accomplished the same thing even more effectively -- and without breaching the firewall between the Social Security Trust Fund and general U.S. tax dollars -- by fighting for his own Making Work Pay program.

Although Making Work Pay wasn't as politically catchy as Payroll Tax Holiday -- it was an effective tax credit of up to $400 passed as part of Obama's 2008 stimulus measure. It lasted two years and lapsed with Obama's judgment on this issue.

Not Much of a "Middle-Class" Tax Break

With Making Work Pay, the government could have set the tax credit at, say $800 for the year, about the "average" amount saved under the payroll tax. With the payroll tax cut, the ?ber Percent pay the FICA payroll tax on their earnings up to about $110,000. But if everyone had been limited to $800 or so, then much more of the $112 billion payroll tax cut from 2011 would have gone to people who could really use it and would get into the economy.

In other words, by giving everyone a 2 percent cut, Washington has gifted more money to wealthier people, those apt to salt the savings away in their banks, and less to middle and working class people, who would be more likely to spend it on rent, groceries and maybe a few holiday gifts.

In fact, the number crunchers at Sentier Research released their analysis this week casting doubt on whether the tax holiday is really a "middle-class tax cut" at all.

Sentier showed that compared to how much people at different income levels would have received under the Making Work Pay tax credit, under the payroll tax reduction, "The largest tax savings went to households in the highest income" brackets. The bottom 30 percent of Americans actually lost money.

What's more, "Households in the middle-income deciles gained very little, casting doubt on the often-heard assertion that this was a 'middle-class tax cut,'" says Sentier Research.
Even without the tax-credit comparison, says Sentier, the tax savings that went to the nation's richest 10 percent in 2011 was $2,990, quadruple the savings for workers in the middle -- and 25 times higher than the mere $122 amount -- about $10 a month -- saved by the bottom 10 percent.

That total bill the federal government needs to pay the Social Security Trust Fund back ($112 billion in 2011) won't much affect the long-term solvency of Social Security -- unless the holiday becomes permanent. And therein lies the national rub, which mainstream media seems to have shrugged off as hardly worth a mention in most news reports.

The Nation's Retirement Nest Egg

Now, don't get me wrong: The billions from the payroll tax holiday, now that we're stuck with this vehicle, should be renewed for now. But it was a dangerous way to go. Republicans originally proposed this approach years ago knowing it would break the barrier between the nation's retirement nest egg and general U.S. tax revenue. That barrier guards against short-term pressures, just as private pensions are separate from family cash flow, or from corporate budgets with penalties for withdrawal except in certain cases.

Here's why that division between the nation's pension plan and annual political wrangling over our tax dollars is so important. President Franklin D. Roosevelt had Social Security designed to stand independently from any other part of the federal budget. Liberal factions of the 1930s actually opposed his approach because they thought Congress should cover the program's costs annually through general taxes, as other countries did at the time. Liberals thought doing so would remind Congress of its duty to the public welfare annually. Yeah, that was going to work really well.

FDR tied Social Security to workers' wages, with an equal contribution from their employers, so everyone would feel it was his or her money. Conservatives contend that the payroll tax contributions are not really yours, but the refrain heard in today's town hall meetings and echoed in national polls has been, "It's our money. Keep your hands off of it." And truth be told, the program has been paying retirees (and later family survivors and those who become disabled) steadily for most of its 76 years of operation).

Now, though, the government needs to pay back the payroll tax cut -- through general taxes. A temporary boost to the working stiff in tough times? Social media, Google Maps used to report drug dealers in Reynosa

There's a new twist to the cat-and-mouse game between drug traffickers and authorities south of the border in Reynosa.

Residents are now using social media and Google Maps to report drug dealers in their neighborhoods.

An anonymous group of Twitter users launched the?project?a few months ago but it's now surging in popularity.

In an email interviews with Action 4 News, the creators of the map said they are asking people to report drug dealers using the?#reynosafollow?channel of Twitter.

The map allows users to zoom in and get a street level view of where drugs are being sold.

Action 4 News spoke to Mexico's Attorney General's Office (PGR) in Reynosa about the Google Maps project.

While officials applaud residents using technology to report crime,?PGR officials are?asking that residents use their "Denuncia Ciudadana" system to report illegal drug activity.
