A surprise search at an Acapulco prison netted two peacocks, 100 fighting cocks, 19 prostitutes, 100 plasma TVs and two sacks filled with marijuana, authorities told journalists on Tuesday.

Police found six female inmates living in the male part of the prison, which was also the section where the peacocks were found, the BBC reported.

Police in the Mexican resort city also found several bottles of alcohol and knives, The Associated Press reported.

Guerrero state spokesman Arturo Martinez says federal and state police searched the prison before dawn Monday.

Martinez didn't say how the women, birds and the other banned objects got into the prison. He referred to the peacocks as "pets."

In July, prisoners in the northern state of Sonora were found to be raffling off a luxury cell fitted out with an air conditioner, refrigerator and DVD player, according to the BBC.

The resort city has been plagued by crime since last year when gangs began fighting for control after the arrest of Edgar Valdez Villarreal, also known as "La Barbie."

Cock fighting is popular in parts of Mexico.

Death toll from Thailand floods surges past 500

The nationwide death toll from Thailand's worst floods in half a century climbed past 500 Sunday, as the polluted black water continued its march into Bangkok and authorities ordered a spate of new evacuations in the sprawling capital.

Floodwaters also poured over a road running underneath the city's Mo Chit Skytrain station, the northernmost stop on Bangkok's elevated subway system. The road was still passable, and train service has not yet been affected, but the inundation illustrates how far flooding has progressed into the city and how powerless the government is to stop it.

Mo Chit is located just a few miles north of the city's central business district, which has remained dry so far. Flooding has also reached roads at three subway stops in northern Bangkok, but all remained open Sunday.

Relentless rainfall has pummeled vast swaths of Thailand since late July, swamping the country and killing 506 people, according to the latest government statistics. Most of those killed have drowned, while a handful of people have died from flood-related electrocutions.

No deaths have been reported in Bangkok. The nearby province of Ayutthaya, which has been submerged for more than one month, has the highest toll with 90 reported dead.

Floodwaters have begun receding in some provinces north of the capital, and a major cleanup is planned in Ayutthaya this week. But the runoff has massed around Bangkok and completely submerged some of the city's outer neighborhoods.

On Sunday, Bangkok Gov. Sukhumbhand Paribatra ordered another wave of evacuations in several neighborhoods in the west and east. In all, evacuations have been ordered in nine of the capital's 50 districts ? up from eight a day earlier. Seven other districts are partially inundated and residents in parts of those have also been told to leave.

Also Sunday, floodwaters began approaching a main road near the city's Mo Chit bus terminal, a major gateway to northern Thailand. The bus station remained open, though, traffic police chief Uthaiwan Kaewsa-ard said.

Mo Chit is close to the famed Chatuchak Weekend Market, Bangkok's largest outdoor shopping zone. The market, a major tourist attraction, was officially open Sunday. But with water pouring past its eastern edge for the second day, most vendors and customers stayed away.

In the last few days, floods have also begun moving southward in adjacent Lad Phrao, a district studded with office towers, condominiums and a popular shopping mall.

On Friday, workers completed a 3.7-mile flood wall made from massive, hastily assembled sandbags in an effort to divert some of the water flowing toward central Bangkok. But large amounts of water are already beyond that wall, and officials say that besides a network of canals and underground drainage tunnels, there are no more barriers preventing water from pushing south into the heart of the city.

Over the past two decades, Bangkok's much enlarged and improved drainage system has increasingly been able to siphon off water during monsoon seasons with average rainfall. But amid Thailand's worst flooding since World War II, that system is being put to its greatest test yet.

On Saturday, Prime Minister Yingluck Shinawatra told a radio audience that a plan to be put before the Cabinet on Tuesday would allocate 100 billion baht ($3.3 billion) for post-flood reconstruction.

Yingluck's government has come under fire for failing to predict the threat to the capital. Residents also have been frustrated by widely different assessments of the flooding situation from the prime minister, Bangkok's governor and the country's top water experts and officials.

Amazon bets on in-store Kindle sales in France (Reuters)

PARIS (Reuters) ? The world's largest Internet retailer, Amazon.com, plans to sell its Kindle e-book tablet at Virgin Megastore outlets in France as it tries to inject life into a market that has been slow to take off in the country.

The Virgin Megastore chain said on Tuesday that it had reached an exclusive deal in France to sell the electronic book device, which gives access to a virtual library of close to a million titles and has clocked up millions of sales worldwide.

"In certain countries, Amazon hasn't managed to establish it because it launched only on the Internet," said Jean-Louis Raynard, head of Virgin Megastore France. "They're going to really change their policy to establish successfully in France."

Amazon is investing heavily in its new Kindle Fire tablet computer, which it unveiled in late September, as it fights for customers in competition with Apple's iPad.

Amazon started selling its standard Kindle model in France a month ago. The Virgin deal does not cover the Fire, which has yet to become available in Europe.

Raynard said he expected 3 million French households to have a tablet computer next year, attracted by falling prices and expanding book catalogues. Virgin Megastore has an exclusive deal with Amazon until the beginning of December, he added.

Virgin Megastore's French arm has been owned by private equity group Butler Capital Partners since 2008.

Little hope seen of Taliban settlement before 2014 (Reuters)

LONDON (Reuters) ? When the Russians pulled out of Afghanistan in 1989, they left behind a government in Kabul which outlasted the Soviet Union, kept Islamist insurgents at bay, and collapsed only after the money ran out.

A similar scenario is taking shape again, only this time -- Western countries hope -- without the money running out.

Analysts say there is little prospect of a political settlement with Taliban insurgents by 2014, when the United States and its allies plan to pull out most combat troops.

Instead, the aim is to leave behind a government strong enough to escape the fate of its Soviet-era predecessor, which collapsed in 1992 in a bitter civil war, and whose president Mohammad Najibullah was eventually captured, tortured and executed by the Taliban when they overran Kabul in 1996.

"Frankly, we don't know whether the insurgents will come to the table," Simon Gass, NATO's senior civilian representative in Kabul, told reporters after a regional conference on Afghanistan in Istanbul last week.

But he acknowledged it might be easier for the Afghan government to negotiate after 2014 when the insurgents -- who say they are fighting to drive foreign troops out of Afghanistan -- might prove more amenable.

"We cannot gamble Afghanistan's future on the willingness of the insurgents to talk peace," he said. There was therefore a "fair-weather strategy" backing an Afghan-led peace process and a "rainy-day strategy" of building up Afghan security forces.

The United States has said it is open to talks with insurgents who are willing to sever ties with al Qaeda, renounce violence and respect the Afghan constitution.

That sentiment was echoed by Afghans at the Istanbul conference, despite intense anger over the assassination in September of Afghan peace negotiator Burhanuddin Rabbani, which Afghanistan says was planned by Pakistan-based insurgents.

"We are ready to talk to everybody, every Afghan citizen if he or she is ready to talk for peace and stability in Afghanistan," Rangeen Dadfar Spanta, national security adviser to President Hamid Karzai, told Reuters.

Several years of contacts have so far led nowhere and Rabbani's murder by a suicide bomber posing as a Taliban peace emissary prompted Karzai to say he would be better off talking directly to Pakistan, where the Taliban leadership is based.

"We cannot keep talking to suicide bombers, therefore we have stopped talking about talking to the Taliban until we have an address for the Taliban," he told a news conference.

But after several meetings in Istanbul between Afghanistan and Pakistan, their first since Rabbani was killed, the two countries are expected to try to pick up the threads of Taliban talks.

On all sides, there is deep scepticism about whether these can be made to work.

FRAGMENTED INSURGENCY

The Taliban insurgents themselves are increasingly fragmented, with Pakistan-based leaders sometimes struggling to assert their authority over younger fighters in the field, and divided among themselves on peace talks.

"To my mind, the biggest factor which determines what they are going to do is the internal fragmentation of the movement," said Kandahar-based researcher Alex Strick van Linschoten.

"Not only do you have these internal disagreements, but you have this split between the military and the political wings."

And while those on the political wing who favoured talks "don't really seem to have a voice any more", he said, the military wing wanted to delay any official effort at peace-making. "They are opposed to negotiations. They believe they still have command and control. That 'We can win this'."

Pakistan, meanwhile, has suggested Rabbani's assassination could have been carried out by a faction to undercut improving ties between Kabul and Islamabad -- who were beginning to work together earlier this year on bringing insurgents into talks.

Interior Minister Rehman Malik told Reuters it was designed in such a way as to implicate Pakistan and "block the growing relationship between Pakistan and Afghanistan".

"Who is getting the benefit of the terror?" he asked. "There are groups within the Taliban who are doing it."

His comments underlined the risk that even if talks do start, those who might lose out from a peace deal -- from gunrunners and drug traffickers to ambitious local commanders -- could sabotage the process through assassinations and attacks.

Diplomats stress, however, that they are not ruling out the possibility of a settlement before 2014, however unlikely.

The conference in Istanbul attended by regional powers including Russia, Iran, India, China and Pakistan, promised to support Afghan-led reconciliation.

In a statement, participants also committed to a process of "dismantling terrorist sanctuaries and safe havens, disrupting all financial and tactical support for terrorism".

CHINA'S GROWING ROLE

Pakistan, under pressure to curb insurgents using its territory as a safe haven, is itself keen to get talks up and running again so it can deal with Pakistani Taliban militants challenging the Pakistani state.

And China, which Pakistan considers its most reliable ally, is taking an increasingly active role in Afghan diplomacy and could succeed where Washington has failed in convincing Islamabad to try to persuade insurgents to negotiate.

"I don't think they're under any illusions about Afghanistan achieving stability," said Andrew Small, a China specialist at the German Marshall Fund of the United States. "I just think they want to ensure that instability is at manageable levels and that they can protect their economic projects."

He added that while the Chinese shared some interests with Pakistan in limiting Indian influence in Afghanistan, "beyond that I think there's clear daylight between China and Pakistan".

"They don't want to see a repeat of the 1990s and will not be sympathetic if Pakistan attempts to bring it about."

The next steps in the talks process are hazy.

Afghans in Istanbul stressed their priority was in seeking help from Pakistan to investigate Rabbani's assassination.

Plans long-floated for setting up a Taliban office, possibly in the Gulf, have been shelved for this year, diplomats said.

Pakistan, meanwhile, says it is looking for a roadmap on where negotiations are meant to lead.

So far several years of diplomatic contacts appear have done little to bridge the gap between the Taliban's view of itself as a religious movement and a Western offer that they could return home, form a political party and contest elections.

The Taliban have always publicly rejected peace talks until foreign troops leave, though Strick van Linschoten said some had seen negotiations as a means of reclaiming the authority undermined by them trying to run their campaign from Pakistan.

But he said: "All the people who were trying to put the political line, it seems that their influence has been curtailed to the point that they don't have it any more."

In the meantime, the United States and its allies are building up the Afghan army and seeking promises of financial support to the Afghan economy well beyond 2014 to try to ensure it can hold its own after foreign combat troops leave.

Google launches Pages for businesses and brands

It may have taken a while, but Google has now officially opened up Google+ to business and brands, not just individuals. It's calling the new feature Google+ Pages, but there appears to be little difference between a Page and an individual account in practice -- you're able to add Pages to any of your regular Circles, and Page owners are able to post as usual and take part in Hangouts. Pages also naturally turn up in Google search results, and the company's introduced a new Direct Connect as well that lets you search specifically for Google+ Pages -- just type "+Google" or "+Angry Birds" in a Google search box and you'll be taken directly to the respective page. Both features are rolling out on a limited basis starting today, but Google's promising they'll be open to everyone soon.

US reconsiders, now says it's not really OK to lie

U.S. Justice Department

The Justice Department has gotten the message from journalists, interest groups and government watchdogs and has decided to withdraw its proposal to allow federal agencies to lie to people seeking sensitive documents under the Freedom of Information Act.

Currently, if a requested document is so sensitive that it would be dangerous to acknowledge its very existence, the government is allowed to tell you that it can neither confirm nor deny whether there is such a document.

Last month, the Justice Department proposed a rule revision that would let government agencies tell requesters there is no such document ? even if there is. According to the proposal, which was retrieved by the nonprofit investigative project ProPublica, agencies would be allowed to "respond to the request as if the excluded records did not exist."

The proposal drew together an odd assortment of Washington types in opposition, collecting Republicans like Sen. Charles Grassley of Iowa and Rep. Lamar Smith of Texas with Democrats like Sens. Pat Leahy of Vermont and Mark Udall of Colorado under the umbrella of the American Civil Liberties Union, which uncovered the proposal.

Grassley sent a letter to the Justice Department last month demanding an explanation. (As the ranking Republican on the Senate Judiciary Committee, he can feel fairly certain that his letters get read by top officials there.) He said in a statement this week that "the Justice Department decided that misleading the American people would be wrong, and made the right decision to pull the proposed regulation."

Laura Murphy, who runs the ACLU's D.C. operations, said putting an end to "lies about the mere existence of documents is one step toward restoring Americans' trust in their government."

NH legal forum on documentary Hot Coffee | The Associated Press ...

Lawyers, a movie producer and lawmakers will participate on a forum to discuss injury lawsuits after a showing of the documentary Hot Coffee.

The New Hampshire Association for Justice said Wednesday's showing at the Red River Theater in Concord is complimentary. The movie is on a case involving a McDonald's customer who spilled hot coffee on herself and sued McDonald's.
