BANGKOK (AP) ? Defenses shielding the center of Thailand's capital from the worst floods in nearly 60 years mostly held Saturday as coastal high tides hit their peak, but areas along the city's outskirts remained submerged along with much of the countryside.

Prime Minister Yingluck Shinawatra said the floodwaters have started to recede after killing almost 400 people, submerging entire towns across the country's heartland and shuttering hundreds of factories over the last two months. She urged citizens to let the crisis take its course as the floodwaters slowly drain to the sea, with Bangkok lying in their path.

"We have the good news that the situation in the central region has improved as runoff water gradually decreased," she said. "I thank people and urge them to be more patient in case this weekend is significant because of the high tide."

Bangkok residents watched the city's dikes and sandbag barriers with wary eyes as the high tide pushing up the city's main waterway, the Chao Phraya River, from the Gulf of Thailand peaked just after 9 a.m. They had been told for more than a week that Saturday's tide would be the greatest test the city's flood defenses had seen since the northern deluge first approached Bangkok more than three weeks ago.

While some water seeped through to douse streets and shops along the river, the tide fell short of the expected high predicted by the Thai navy and there was no major breach.

Higher than usual tides will continue to threaten the city Saturday evening, Sunday and Monday, but none were predicted to be as strong as the one Saturday morning.

City official Adisak Kantee said the city's concrete barriers "are efficiently protecting Bangkok from deluge," though he said smaller, private dikes might yet fail and breach the city center.

"The situation is so far under control," he said.

Overflows in recent days have lightly inundated riverside streets from Chinatown to the famed Temple of the Emerald Buddha. But the white-walled royal Grand Palace was dry, less than 24 hours after being ringed by ankle-deep water, and the landmark remained open to tourists. Many visitors carried parasols to protect themselves from the blistering sunshine.

Yingluck said in her weekly radio address Saturday that the government was trying to speed the drainage rate and water in the greater Bangkok area should recede within days.

While the streets of downtown Bangkok were bone-dry and bustling with taxis, restaurant-goers and tourists snapping pictures, areas along the city's outskirts saw flooding spread.

Seven of Bangkok's 50 districts ? all in the northern and western outskirts ? are heavily inundated. Eight other districts have seen less serious flooding.

In the city's west, not far from the flooded district of Bang Phlat, workers filled sandbags and stacked them in pickup trucks for delivery to the front lines, while vendors did booming trade in life vests, plastic boats, styrofoam and anything else that floated. With many roads in the area submerged, traffic was heavy both heading in and out of the city.

Thousands of Bangkok residents in recent days have taken advantage of a special five-day holiday to leave town, many wary at often confusing government warnings about the flood threat and others growing concerned about increasingly sparse supplies available in the city's supermarkets due to weeks of panic buying and flood-related distribution problems.

On Saturday, the agency tasked with keeping the public informed, the government's Flood Relief Operations Center, was forced to move its headquarters from its base at Don Muang airport, which is used mostly for domestic flights, to a government building nearby after a power transformer malfunctioned. Authorities were forced to shut down the airport earlier in the week because of flooding on the runways and surrounding streets.

While many in Bangkok will be breathing somewhat easier now that the highest of tides has passed, there was no sense of complacency in the Sam Sen area, where a floodwall burst Saturday morning under the pressure from the surging water. A host of residents and soldiers stood shoulder to shoulder in the churning torrents trying to plug the gap and get the flow under control.

Not far from there, secondhand bookseller Pormpittaya Tantiwimonkajorn ? who has already been forced to close her shop ? could do little but watch as the waters rose.

"We don't know how high it's going to get," she said. "If we did, we'd know how to protect our property."

(AP) ? Turns out, the White House did not get egged.

Trick-or-treaters marched up the White House driveway on a wet, snowy Saturday, past the spider web-like gauze, the pumpkins and the costumed actors to the mansion's north portico where President Barack Obama and first lady Michelle Obama handed out treats, an annual tradition.

"What's this? Look at this guy," the president said at the sight of one costumed child. "A headless man. Terrifying!"

And yes, the sweets included signature boxes of White House M&Ms, signaling a temporary respite from the first lady's healthy eating campaign. Dried fruit and White House baked cookies rounded out the handouts.

Earlier this week, in an appearance on the "Tonight Show," Obama joked to host Jay Leno that he had warned his wife that if she wanted to avoid Halloween mischief she might want to dole out more than just fruit and raisins.

"I told her the White House is going to get egged if this keeps up," he said, suggesting that she might want to add "a couple of Reese's Pieces or something."

In the spirit of compromise, a trait the president often says is all too rare in Washington, the M&Ms made it into the goody bags. Not exactly Reese's Pieces, but close enough. (Truth be told, the M&Ms were included in the treats last year, too). The sweet dough butter cookies were baked by White House Pastry Chef Bill Yosses.

The orange lights bathed the north portico as the president in black fleece jacket and slacks and the first lady in an overcoat greeted the parade of children. The Obamas were joined by the first lady's mother, Marian Robinson.

All three wished their guests happy Halloween and marveled at their costumes.

Commenting on the dank weather and nearly freezing temperatures, Obama said to nearby reporters: "I know it's cold here, you guys doing alright? It's not ideal out here."

Michelle Obama hugged several of the children and even wrapped one shivering child with her overcoat, declaring, "Oh, she's freezing!"

Actors from Washington-area theatres dressed as ghosts, Winnie the Pooh, a Star Wars stormtrooper, Charlie Chaplin and more greeted the children along the north lawn driveway.

Children from 17 elementary schools from Washington and nearby Virginia and Maryland school districts were invited. Children from the Boys and Girls Club of America and children from military families also participated. Later, the children of military families were invited to a Halloween party at the White House.

Halloween is a lot of fun for parents and children, but the tricks and treats we love most about this holiday may also post a threat to your family pet. So here are a few tips to help keep your furry family member safe and healthy without sacrificing any spooky festivities:

  1. Keep an Eye on the Candy
    The toxic effect of treats like chocolate on pets can be toxic and highly damaging ? resulting in heart failure or cardiac arrest. Many sugar free candies contain xylitol, which is also very harmful to pets. Even candy wrappers can pose a choking threat to dogs, and make cause intestinal blockages. Keep candy and candy wrappers out of your pet?s reach to ensure their stick to their ?treats? and stay away from yours!
  2. Watch the Door
    Next to the Fourth of July, Halloween night is the most popular holiday for lost pets. With the door opening and closing through the night and a constant flow of visitors you may want to make sure your pet stays on a leash or in a secured room away from the door during the peak trick-or-treating hours. Don?t take pets with you during your trick-or-treating; the costumes and hubbub may make them anxious.
  3. Select Costumes Wisely
    Many pet owners want their animals to get in the spooky spirit with them by donning a Halloween costume. Costumes are great so long as the pets are able to move freely and there are no choking risks. The American Veterinary Medical Association says costumes also shouldn?t interfere with breathing, hearing or opening the mouth. They also recommend that pet owners get their pets accustomed to wearing a costume before the holiday.

CHICAGO ? Offer apples to trick-or-treaters and risk having your house get egged ? maybe even by your own kids.

But dentists and dietitians say you can still make Halloween reasonably healthy for little devils and witches without resorting to dracul-onian tactics, like no candy.

"This is such a big adventure for them ? let them have it, obviously with some caveats," said Dr. Rhea Haugseth, a dentist in Marietta, Ga., who's president of the American Academy of Pediatric Dentistry

There are tricks for keeping Halloween fun without risking cavities and extra pounds, like handing out dark chocolate instead of chewy candies or even bribing kids with a toy in exchange for the Halloween loot. Some studies have suggested dark chocolate is good for the heart, and chewy candies stick to the teeth.

Just don't go overboard on restrictions, says Cole Robbins, a Chicago 12-year-old and Halloween veteran.

"Halloween is the one day of the year where we kids just kind of break out and overload on candy," he said.

To help prevent that kind of gorging, try to give children a healthy, filling meal before trick-or-treating, says Bethany Thayer, a spokeswoman for the American Dietetic Association who works at the Henry Ford Health System in Detroit.

Procrastinators, take heart. Thayer also recommends waiting until Halloween day before buying candy, so no one is tempted to indulge beforehand.

"I know people who have to go back to the store because they've completely gone through their candy" before Halloween, she said.

Haugseth suggests avoiding cavity-promoting treats like caramels that stick to the teeth, or lollipops that bathe teeth in a long sugary bath.

Also, having kids brush their teeth before trick-or-treating helps reduce plaque and bacteria, which interact with sugar to produce tooth-decaying acid, Haugseth said. Kids should also brush right after eating candy, she said.

Ronni Litz Julien, a Miami nutritionist whose patients include overweight and obese kids, says another trick for parents is to ask kids not to dip into their loot bags until they bring it all home. That's for safety, so parents can toss any suspicious-looking candy, but it also can prevent an "eating frenzy."

She suggests parents help sort through the loot, have kids select their 10 favorite pieces, and give the rest away. Offer the choice of eating all 10 pieces at once, or over 10 days. That gives them a sense of control, without feeling shortchanged, she said.

"You can't deprive them. It's Halloween, for God's sake," she said.

President Barack Obama joked this week on "The Tonight Show" that he'd warned his health-promoting wife that the White House would get egged if she gave trick-or-treaters fresh fruit and raisins instead of candy. During festivities on Saturday, the Obamas will hand out White House M&Ms, cookies and dried fruit as they did the past two years.

Dr. Janet Silverstein, a Gainesville, Fla. pediatrician and member of the American Academy of Pediatrics' nutrition committee, says she doesn't give out candy, offering fruit or pencils instead; so far her house is unscathed.

When her own children were young, Silverstein would buy their candy for a nickel a piece. She recommends that to her patients' parents, too ? though not necessarily her other solution ? she used to eat her kids' candy.

In some places, kids willing to give up their candy can make more than a nickel. About 1,500 dentists across the country have agreed this year to participate in a Halloween candy buyback organized by Operation Gratitude. The California-based group periodically sends care packages to U.S. troops overseas. Some dentists pay kids $1 per pound of Halloween candy; last year, the program brought in 250,000 pounds of candy, said Carolyn Blashek, founder of the Van Nuys, Calif.-based group.

Blashek said troops overseas appreciate it as a token of gratitude, and Halloween candy brings back lots of fond childhood memories. Some have given their candy to Afghan children, she noted. Entering your ZIP code on the group's website, http://bit.ly/F1iSy will identify participating dentists.

Parents who plan to encourage giving up candy should be sure not to take it right away, says Brian Wansink, a Cornell University food behavior scientist and author of "Mindless Eating: Why We Eat More Than We Think."

That's because of a psychology principle called "the endowment effect." It refers to kids feeling a sense of ownership and putting a high value on candy they haul in.

If you let them eat several pieces first, that feeling can fade and they won't even feel hungry anymore. That's the time to offer a trade, Wansink said.

He's tried that trick with his own three daughters, aged 2, 4, and 6, and says "it works like a charm." His girls eagerly give up the rest of their Halloween candy in exchange for a new trinket or other toy that won't rot their teeth, he said.

Young kids aren't really aware of how much they brought home, and when "they sort of count their booty, that's probably the age where kids shouldn't be trick or treating anymore," he said.

@TwiliXDragon: Actually, this takes place way before Zuko is even born, this is right before the great war comes around, with Sozin being the Fire Lord at the time. However, you may create Sozin's daughter, since his offspring were never really named or confirmed.

Can I create a Fire Nation rebel? It's implied that Sozin went away with many Fire Nation traditions and subjugated the Fire Sages. Not everyone could have liked that. Even Nazi Germany had the White Rose.
