(AP) ? Mitt Romney and his wife, Ann, paid $1.94 million in federal taxes on last year's income of $13.7 million, for an effective tax rate of 14.1 percent, his campaign said Friday.

That's slightly above the 13.9 percent rate the couple paid in 2010. Most of the 2011 income was from investments.

Campaign officials said the couple filed the return Friday with the Internal Revenue Service, after receiving an extension. They were to publicly release their full 2011 returns late Friday.

Romney's taxes have emerged as a key issue during the 2012 presidential race with President Barack Obama. Romney released his 2010 tax returns and a 2011 estimate in January, but he has declined to disclose his returns from earlier years.

His vast fortune and his long association with Bain Capital, the private equity firm he cofounded, have been much discussed this year.

His campaign earlier estimated that Romney would pay about $3.2 million in taxes for the year, an estimate well above the $1.9 million actually paid. He paid about $3 million in federal income taxes in 2010 ? an effective rate of 13.9 percent.

Critics, including Obama, have urged Romney to release more than just the two years of returns and follow his father's model. When George Romney ran for president, he released 12 years of tax returns.

Mitt Romney's campaign did put out a summary Friday by Brad Malt, the trustee of the couple's blind trust, saying that over the 20-year 1990-2009 period, the Romneys owed both state and federal income taxes and paid federal taxes at an effective annual rate of 20.2 percent

Obama's own tax return for last year showed that he and his wife, Michelle, paid $162,074 in federal taxes on $789,674 in adjusted gross income, an effective tax rate of 20.5 percent. Their income plunged from $1.7 million in 2010, with declining sales of the president's books. In 2009, the Obamas reported income of $5.5 million, fueled by the best-selling books.

The Romneys' exact totals for 2011 were federal taxes of $1,935,708 and on income of $13,696.951.

Most of Romney's income is from investments held in a blind trust, and campaign aides have stressed that he makes no decisions on how his money is invested.

During the 20-year period, the Romneys paid an effective federal income tax rate of between 13.45 percent and 13.66 percent each year, trustee Malt wrote.

For last year, the Romneys claimed a deduction for $2.25 million of their $4.021 million in charitable contributions, Malt said. In the previous year, a large percentage of those contributions went to the Mormon Church.

They could have claimed a higher charitable deduction, Malt said, but the couple "limited their deductions of charitable contributions to conform to the governor's statement (n August, based on the January estimate of income, that he paid at least 13 percent in income taxes in each of the last 10 years."

Romney told reporters in August that he's never paid less than 13 percent of his income in taxes during the past decade. He said that Democratic Senate Majority Leader Harry Reid's claim to have heard that he paid no taxes in some years was "totally false."

The former Massachusetts governor, who would be among the richest presidents ever elected, is aggressively competing with Obama for the support of middle class voters. Romney has estimated wealth of as much as $250 million.

His tax rate of 14.1 percent is below that of many Americans because most of it flows from capital gains, which are taxed at 15 percent whereas the top marginal income tax rate now is 35 percent.

On average, middle-income families, those making from $50,000 to $75,000 a year, pay 12.8 percent of their income in federal taxes, according to Congress' Joint Committee on Taxation.

Several tax law experts said Friday that Romney's newly released tax returns would not be much help in uncovering the most persistent mysteries of the candidate's sprawling finances ? whether he used aggressive tax-deferral strategies, what are the specifics and tax advantages of his numerous offshore investments, what is the source of his massive retirement account and what are the details behind his now-closed $3 million Swiss bank account.

The analysts said those details could emerge only if Romney provided far more of his tax returns ? including files dating back to his years at Bain Capital, the private firm he left in 2001. Romney, who initially refused to disclose any tax returns, has drawn the line at providing only his 2010 and 2011 returns.

"The issue has never been Romney's 2011 tax return ? in fact, it is a distraction to the real issues," said Edward D. Kleinbard, a law professor at the University of Southern California and former chief of staff of Congress' Joint Committee on Taxation. "All the important compliance and policy questions relating to Romney's personal tax matters relate to the past."

Only multiple returns would provide details about Romney's $100 million retirement account and how it grew, Kleinbard said. He also earlier returns would be crucial in knowing how often he paid gift tax on family trusts.

Joseph Bankman, a Stanford University law school professor and expert on tax law, said Friday, "It's the Bain years we'd really need to know to have a full assessment of his tax strategies." Bankman said that the 2010 and 2011 returns "only raised these questions, but they can't provide real answers."

How bumblebees find efficient routes without a GPS: Bees use trial and error to select optimal route

ScienceDaily (Sep. 20, 2012) ? Scientists from Queen Mary, University of London have tracked bumblebees for the first time to see how they select the optimal route to collect nectar from multiple flowers and return to their nest.

In a paper published Sept. 18 in PLOS Biology, the scientists, working with the Harmonic Radar Group at Rothamsted Research, were able to use radar tracking to show how bumblebees discover flowers, learn their location and use trial and error to find the most efficient route between flowers over large distances.

Professor Lars Chittka and Dr Mathieu Lihoreau from Queen Mary's School of Biological and Chemical Sciences and colleagues set up five artificial flowers in a 1km diameter field. Each flower was fitted with motion-triggered webcams and had landing platforms with drops of sucrose in the middle*.

"Using mathematical models, we dissected bees' learning process and identified how they may decipher this optimal solution without a map. Initially, their routes were long and complex, revisiting empty flowers several times," Dr Lihoreau explained.

"But, as they gained experienced, the bees gradually refined their routes through trial and error. Each time a bee tried a new route it increased its probability of re-using the new route if it was shorter than the shortest route it had tried before. Otherwise the new route was abandoned and another was tested.

"After an average of 26 times each bee went foraging, which meant they tried about 20 of the 120 possible routes, they were able to select the most efficient path to visit the flowers, without computing all the possibilities."

Professor Chittka and colleagues have previously shown that bees were able to learn the shortest route possible to navigate between flowers in the lab but this is the first time they have been able to observe this behaviour in natural conditions and to describe how bees may optimise their routes.

"The speed at which they learn through trial and error is quite extraordinary for bumblebees as this complex behaviour was thought to be one which only larger-brained animals were capable of," Professor Chittka said.

"Interestingly, we also found that if we removed a flower, bees continued looking at that location -- even if it was empty for an extended period of time. It seems bees don't easily forget a fruitful flower."

The scientists used motion-triggered web cams and tiny bumblebee-mounted radar transponders to track the bumblebees. The recordings on the flowers showed that bees exhibited considerable individuality -- each one had a favoured arrival and departure direction, different from the other bees.

Head of Computational and Systems Biology at Rothamsted Research, Professor Chris Rawlings, added: "This is an exciting result because it shows that seemingly complex behaviours can be described by relatively simple rules which can be described mathematically.

"This means we can now use mathematics to inform us when bee behaviour might be affected by their environment and to assess, for example, the impact of changes in the landscape."

*To keep the bees' focus on the artificial flowers, the experiments were done in October, when natural sources of nectar and pollen were scarce. To make the bees want to find all five flowers, each sucrose drop was only enough to fill one fifth of a bumblebee's crop. And to keep the bees from finding one foraging site from another visually, the flowers were arranged in a pentagon that was 50 m on each side, which is more than three times as far as bumblebees can see.

Jailbreak and iOS 6

While it is already possible to jailbreak iOS 6 if you've got an A4 device (iPhone 4 and iPod touch 4th gen users), it's meant to be a developer build and should only be used as such unless you desperately need to update and jailbreak.

It'll be a tethered jailbreak and it won't come with Cydia. You'll have to manually install it. It's also not compatible with many devices yet. If you've got an iPhone 4 or 4th generation iPod touch, you can check out our how to and weigh out your options.

As with any major iOS update, iOS 6 may render a lot of jailbreak applications useless or buggy until they're updated to support it. So keep in mind even if you decide to update and jailbreak, many of your favorite apps may not even work.

Should you update to iOS 6

iOS 6 brings with it a ton of new features that may outweigh the reasons you currently jailbreak. If you heavily rely on apps such as LockInfo or IntelliscreenX, you may want to hold off. The same goes for your favorite quick reply messaging apps. iOS 6 still has not integrated a quick reply feature so if that's on your must have list, iOS 5 is where you'll want to stay for now.

Again, carefully weigh out what features iOS 6 brings with what you depend on daily with your jailbreak under iOS 5 before making the jump. If you need help deciding, check out our comprehensive guide to everything iOS 6.

iPhone 5 and jailbreak

Considering the iPhone 5 will run on Apple's new A6 chipset, it'll create a new set of hurdles that jailbreak developers will have to tackle. If you plan on picking up Apple's latest and greatest device, you'll most likely have a while to wait before a jailbreak will be compatible.

The iPhone 5 will come with iOS 6 stock and you'll have to stay that way for as long as it takes the jailbreak community to release a tool that supports it.

Older iPhone, iPad, and iPod touch models

Unless you've got an iPhone 4 or an iPod touch 4th gen, there's currently no option when it comes to jailbreaking the official release of iOS 6. If you're still on iOS 5.1.1 you're better off staying there if losing your jailbreak is out of the question.

The bottom line

iOS 6 is a pretty large update and whether or not you should update is your decision. It'll take a while for jailbreak developers to update their apps with iOS 6 support and many of them will not work in their current state. Consider this before making your final decision.

As for our recommendation? If you're on iOS 5.1.1 and jailbreak is super important to you, stay where you're at for now. If you're jailbroken but don't take advantage of too many tweaks and hacks and can part with it for a while, update to iOS 6. You won't be disappointed.

Shuttle Endeavour pays tribute to Giffords

The space shuttle Endeavour took off atop a modified transport plane from a Houston airport Thursday, continuing its journey to retirement in California, where it will be put on permanent display in a museum.

Along the way, Endeavour is due to pass low over several places, including Tucson, Ariz., the home of the last person to fly a shuttle, retired astronaut Mark Kelly, and his wife, former Congresswoman Gabrielle Giffords.

The couple recently moved back to Tucson from Houston, where Giffords was recovering from serious injuries she suffered in a 2011 attack in which a gunman killed six people and wounded Giffords and 12 others.

Thursday's flyover, which Kelly requested, gives NASA a chance to honor Giffords' legacy as a longtime advocate for American human spaceflight, NASA spokeswoman Lisa Malone told The Associated Press in an email. She said no additional costs would be incurred by honoring Kelly's request.

Bittersweet moment
Endeavour's visit to Houston was a stopover on the route from NASA's Kennedy Space Center to California. Hundreds of people gathered Wednesday to watch the shuttle land in Houston for its overnight stay. It was an exciting but bittersweet moment for many residents who felt spurned that the Space City wasn't chosen as the final home for one of the retired shuttles.

"I think that it's the worst thing that they can do, rotten all the way," said 84-year-old Mary Weiss, clinging to her walker just before Endeavour landed after flying low over Gulf Coast towns, New Orleans and then downtown Houston and its airports.

Houston has long tied its fortune to a mix of oil and NASA. Astronauts train in the humid, mosquito-ridden city, and many call it home years after they retire. NASA's Johnson Space Center and an adjacent museum hug Galveston Bay.

The city's bid for a shuttle was rejected after NASA retired the fleet last summer, in line with the White House's plan to focus on the commercialization of low-Earth-orbit operations and new spacecraft for exploration beyond Earth orbit.

As a consolation prize, Houston got a replica that used to be displayed at the Kennedy Space Center. "The one we're getting is a toy. An important toy, but a toy nonetheless," said Scott Rush, 54, of Crystal Beach, Texas.

Still, people came out in droves Wednesday, waving American flags and toting space shuttle toys, cameras and cellphones.

Back-to-back delays in the ferry flight resulted in one day being cut from the Houston visit. After landing, the Endeavour rolled slowly in front of the cheering crowd. It circled and preened like a runway model, giving awed spectators an opportunity to take pictures from a variety of angles.

"I want to go on it," said 3-year-old Joshua Lee as he headed to the landing area with his mother and grandmother.

Joshua's mother, Jacqueline Lee of Houston, viewed the landing as an educational opportunity.

"I don't know if he'll get to see this again," Lee said.

Heading for California
The shuttle took off after sunrise Thursday, riding piggyback on a jumbo jet. It's booked to stop at Biggs Army Airfield in El Paso, Texas, before heading to NASA's Dryden Flight Research Center, Calif. After spending a night there, the shuttle will head to Los Angeles International Airport on Friday.

Along the way Thursday, the shuttle's itinerary called for low passes over Houston, downtown Austin, which is the Texas capital, the White Sands Missile Range and NASA's White Sands Test Facility in New Mexico, and finally, Tucson.

In mid-October, Endeavour will be transported down city streets to the California Science Center, its permanent home.

NASA still plays a large role in Houston, and astronaut Clayton Anderson, who lived on the International Space Station from June to November 2007, encouraged people to focus on a new era of space exploration.

"The shuttles are a wonderful legacy, a huge part of Houston, but now it's time to look to the future," said Anderson, who lives in the Houston suburb of League City.

This is the last flight for a space shuttle. Atlantis will remain at Kennedy for display, and Discovery is already at the Smithsonian Institution, parked at the Udvar-Hazy Center in Virginia since April. The prototype shuttle Enterprise, which was used for aerodynamic tests but never fliew in outer space, is on display at New York's Intrepid Sea, Air and Space Museum.

Endeavour ? the replacement for the destroyed Challenger shuttle ? made its debut in 1992 and flew 25 times before it was retired. It logged 123 million miles in space and circled Earth nearly 4,700 times.

Serb acquitted of setting fire to US Embassy

BELGRADE, Serbia (AP) ? A Serbian court on Thursday acquitted the prime suspect charged with setting fire to the U.S. Embassy in Belgrade in 2008, but convicted him of the lesser offense of stealing property from the building and sentenced him to a year in prison.

A Belgrade high court judge said there was no evidence that Milan Zivanovic, 24, took part in the burning of the embassy when Serb rioters stormed it on Feb. 21, 2008, in anger over Washington's support for the statehood of Kosovo, the predominantly ethnic Albanian province that had declared independence from Serbia.

But the judge said Zivanovic, a university student, took part in the stealing of a leather jacket and gloves that belonged to an embassy employee. One assailant was killed in the fire set by the attackers.

Apparently unhappy with the verdict, the U.S. Embassy in Belgrade said in a statement that it "will continue to monitor the course of appeals in this case, especially on the more serious charge of which the defendant was acquitted by the court. " It said: "We stress that it is important to pursue justice against all those, including those in authority, who ordered or otherwise supported this egregious violation."

Zivanovic's lawyer, Bane Janev, said he is satisfied with the verdict, claiming his client was driven to attack the embassy "by a strong sense of patriotism."

The attackers, mostly soccer hooligans, threw stones and flares at the embassy building, breaking windows and setting it on fire. The extremists also attacked other Western embassies in the Serbian capital.

The incident caused tensions in U.S.-Serbia relations and triggered calls by American officials to bring to justice more perpetrators of the attack. Serbian authorities earlier this year charged another 14 people for the violence.

Serbia lost control over Kosovo after a 1998-99 war but has refused to recognize its independence. About 10,000 people died during the conflict, which ended after NATO bombed Serbia to force it to stop the bloodshed.

Business groups protest Calif. carbon market

SACRAMENTO, Calif. (AP) ? A key component of California's landmark greenhouse gas emissions law would impose enormous costs on businesses at a time when the state's economy is sputtering, oil refiners, manufacturers and others said Thursday.

Fees from the state's pending cap-and-trade program for carbon emissions amount to a $1 billion-a-year tax increase on about 500 businesses in the state, the California Air Resources Board was told.

While the board wasn't voting or taking any significant action regarding cap-and-trade at Thursday's meeting, it was the last chance for businesses to be heard before the program begins.

The California Chamber of Commerce and others have written Gov. Jerry Brown urging him to halt the start of the program, which begins in earnest on Nov. 14 and is the central element of California's 2006 climate-change law, AB32.

A key issue for those opposed to the program is costs associated with the permits ? called allowances ? which the program will require businesses to buy, some at auction.

In general, cap-and-trade will place a limit, or cap, of the emissions of heat-trapping gases that are allowed from pollution producers like refineries and cement manufacturers. The businesses will be required to buy these allowances from the state, with each permit allowing for a ton of carbon each year.

For the first two years of the program, businesses will receive 90 percent of their allowances for free, with the free amount and the cap declining over time. The board has estimated that businesses will pay $964 million in allowances in fiscal year 2012-2013.

The chamber and other businesses want the amount of free allowances increased to reduce the impact on their businesses in a struggling economy.

"The fact is that this auction represents a multi-billion dollar hidden tax that will harm California businesses and consumers by dramatically increasing energy costs at a time we can least afford it," the letter to the governor stated.

Some business groups say the uncertainty about what costs associated with cap-and-trade will be in 2015 ? when the number of free allowances are set to be reduced ? are influencing investment decisions being made now. They want assurance that those costs will be lowered by offering more free allowances.

"We need to send the message now ... that more allowances will be available to industry," said Dorothy Rothrock of the California Manufacturers and Technology Association. "2015 is right around the corner and manufacturers are making plans this year for the next three-to-five years and capital investments may or may not happen in California based on the current regulations."

Supporters of the auctioning of allowances say making all of them free, as the oil companies and manufacturers want, would nullify the point of the program: to put a price on carbon.

Mary Nichols, the board's chairman, said the auction is important if the cap-and-trade program is to "provide an efficient and equitable way to discover the actual value of a ton of carbon ? and to create an incentive for those who can reduce it more cheaply than the allowance price to invest in the technologies to do so."

The board has designed the system to financially reward businesses that reduce emissions below their cap ? meaning money could be made through cap and trade. Officials also said the new market for technologies needed to curb emissions will spur innovation and economic growth.

Companies that cut emissions and have extra allowances can then sell the permits in a marketplace; greenhouse gas emitters could purchase those allowances if they failed to cut emissions.

Polluters that reduce emissions could turn a profit if the market price for extra allowances rises above the initial cost of the permit.

A company can also meet up to 8 percent of its emissions reduction obligations by purchasing carbon "offsets," or investments in forestry or other projects that reduce greenhouse gases.

"This system rewards those that are more efficient and allows those who can't or don't want to reduce their emissions too keep on operating and pass the cost of allowances on to their customers," Nichols said.

Not all business groups were opposed to cap and trade. Leonard Robinson of the California Black Chamber of Commerce said the program is needed to help the state transition to a "green energy" economy.

"Carbon markets put a price on inefficiencies ... and the long-term financial benefits will supersede the short term costs," Robinson said.

The program, the largest in the U.S., is modeled on similar programs in Europe, and designed to be able to link up with plans in other states and elsewhere to increase the size of its market for carbon allowance trading.

"(The board) has gone a long way to make these regulations as simple and palatable as possible," Nichols said. "At this point it's time for CMTA and (Western States Petroleum Association) and the chamber to join the many of hundreds of businesses that are investing in the fight against climate change instead of fighting AB32."
