Here are some of the starkest choices between President Barack Obama and Republican challenger Mitt Romney.

TAXES:

Obama would extend expiring Bush-era tax cuts for households earning under $250,000 a year but allow them to rise for wealthier taxpayers. He'd make those earning more than $1 million a year pay taxes at a minimum 30 percent rate. He would let the top two tax rates go back up 3 or 4 percentage points to 39.6 percent and 36 percent and raise taxes rates on capital gains and dividends for the wealthy.

Romney would keep Bush-era tax cuts for all incomes and cut taxes on individuals and companies, bringing the top individual rate of 35 percent down to 25 percent and would curtail some tax deductions and exemptions for the wealthiest, but hasn't specified which ones.

DEBT AND DEFICITS:

Obama pledges to reduce federal spending ? but gradually to prevent further shocks to the still-wobbly economy. He acknowledges that government debt has risen sharply on his watch but says that the tens of billions in stimulus spending, bank and auto bailouts were necessary to keep the recession from being worse. He reached agreement with congressional Republicans to cut $487 billion in military spending over a decade.

Romney says Obama has made the economic downturn worse, not better. With the government poised to post its fourth consecutive annual deficit of more than $4 trillion and the national debt standing at just under $16 trillion, Romney says the best way to spur recovery and stronger job growth is for the government to get out of the way of private enterprise. He would ease regulations, especially those on small businesses, while blocking the bipartisan agreement to sharply cut military spending.

ABORTION, BIRTH CONTROL and SAME-SEX MARRIAGES:

Obama supports abortion rights and gay marriages and a health-law requirement that contraceptives be available for free for women enrolled in workplace health plans.

Romney opposes abortion rights after once supporting them. He says state law should guide abortion rights and would like to see the Supreme Court reverse the Roe v. Wade ruling supporting abortion rights. He opposes legal recognition of same-sex marriage and says it should be banned with a constitutional amendment and not left to states.

HEALTH CARE:

Obama is taking steps to implement his signature health-care overhaul now that the Supreme Court has approved it. Romney, deriding the program as "Obamacare," says he'd seek its repeal on Day One of a Romney presidency.

IMMIGRATION:

Obama issued a directive in June that immigrants brought illegally to the United States as children be exempted from deportation and granted work permits if they apply. Romney favors a U.S.-Mexico fence, opposes education benefits to illegal immigrants and suggests those here illegally should deport themselves by leaving the country voluntarily. He criticized Obama's decision on illegal immigrants who came as children but hasn't said whether he would rescind the policy if elected.

ENERGY AND ENVIRONMENT:

Obama ordered a temporary moratorium on deep-water drilling after the huge BP oil spill in the Gulf of Mexico but has pushed for more oil and gas drilling overall. However, he has blocked the Keystone XL oil pipeline from Canada and opposes subsidies to the oil industry. He is a big promoter of renewable energy and has achieved historic increases in fuel economy standards for automobiles. But he failed to persuade Congress to pass limits he promised on carbon emissions.

Romney favors more offshore drilling and would end a century of federal control over oil and gas drilling and coal mining on government lands by turning over the authority to states except for areas termed "off limits." He would put more emphasis on oil, gas and coal production and less on green energy.

FOREIGN POLICY:

Obama opposes a near-term military strike on Iran, either by the U.S. or Israel, although he says the U.S. will never tolerate a nuclear-armed Iran. He chastised Israel for continuing to build housing settlements in disputed areas and has pressed both sides to begin a new round of peace talks. He opposes citing China as a currency manipulator, instead pressing the matter through diplomacy.

Romney says Obama isn't tough enough on China, has been too accommodating with Iran and has turned his back on Israel. He'd review steps Obama took on Israel "and do the opposite." He has branded Russia the "No. 1 geopolitical foe" of the U.S. and threatened to label China a currency manipulator.

Scholarships are in decline as tuition soars

College students have it tough these days with ever-increasing tuition bills and record levels of debt. But in recent years, there's been one bright spot for student finances: a deep pot of scholarship money.

There's trouble on the horizon, however. New data shows that the percentage of those winning cash scholarships, typically awarded on the basis of merit, is falling dramatically. The change could have wide-ranging consequences for students, their parents and the schools alike.

The percentage of students reporting winning scholarships dropped markedly, to 35 percent in the 2011-2012 school year, from 45 percent the year before, according to How America Pays for College 2012, a recent survey of college students and their families by student lender Sallie Mae.

Scholarship recipients are still getting almost exactly the same amount as the previous year, an average of $7,673. But the availability of money is being hurt as cash-strapped states cut funding for scholarships to public schools and the schools themselves aren't always able to make up the difference.

If the trend persists, it could result in a ripple effect that alters the financial decision-making of countless American families: where students enroll, how much they're willing to pay, and who comes up with the money.

A scholarship squeeze could affect students of all stripes, but particularly those at public institutions, because of sheer numbers. Some 15.5 million students are expected to attend two- and four-year public institutions this year, according to the Center for Education Statistics. That's about 72 percent of all the U.S. students seeking higher education.

"Schools were stepping up their scholarships to help" cover rising educational costs, says Sarah Ducich, senior vice president for public policy at Sallie Mae the largest U.S. student lender. "We wondered whether that was sustainable. This year we found out that it's not."

$8 million to zero
Some states, like Georgia and Florida, have altered scholarship rules regarding who qualifies and how much money they get. Others have taken even more drastic steps.

Michigan's Merit and Promise scholarship program doled out more than $8 million to more than 6,500 students at the University of Michigan for the 2007-2008 school year, according to Pam Fowler, executive director of the college's Office of Financial Aid. By 2010-2011, that had fallen to zero.

Cash-poor states aren't providing more scholarship money despite record high enrollments, says Haley Chitty, spokesperson for the Washington, D.C.-based National Association of Student Financial Aid Administrators.

"That means fewer funds are being spread out among more and more students," Chitty says.

According to Illinois State University's Grapevine project, which tabulates every state's financial support for higher education, such funding fell an average of 7.6 percent in 2011-2012.

For example, Georgia's HOPE scholarships at Atlanta's Kennesaw State University plunged to $26.1 million last school year, from $38.4 million the year before, as new rules raised eligibility requirements and covered less of the total bills, reports Ron Day, the school's director of financial aid.

"Schools have been pumping in their personal funds to keep kids in school, but those funds are getting depleted, and the revenue's just not there from the state," he says.

Student worries
Dixie Miller, a student in computer graphics design at Hillsborough Community College in Tampa, Florida, is among those worried about potential cutbacks to scholarships and grants. In the past, Miller benefited from scholarship money from the state of Florida and Pell grants from the federal government.

But Florida's state support of education continues to fall, down 17.5 percent in the last five years, and Miller worries that her own scholarship could be among the casualties (she finds out in September).

"Every time we turn around there seems to be more red tape and cuts," says Miller, a single mom of a teenager.

If there is indeed a shallower pool of grant and scholarship money going forward, families will continue to respond in a couple of key ways, Sallie Mae's Ducich notes.

First, students will likely foot more of the bills since parents are getting financially tapped out. And second, debt loads may increase.

In 2010-2011, for instance, students chipped in 26 percent of total educational costs, according to the How America Pays for College study. Last school year, they had to contribute 30 percent.

Some of that added cash is coming out of their savings and income, Sallie Mae found, but most is attributed to increased borrowing - not a heartening sign for future debt loads.

Ray of hope?
It is possible the situation is less grim than it currently appears. This school year's financial aid numbers are still a work in progress. The College Board is scheduled to release its annual Trends in Student Aid report this fall, which will give a more complete picture of whether national scholarship totals are indeed being trimmed back.

"The Sallie Mae findings are interesting, but need to be taken with a grain of salt," says Sandy Baum, a co-author of the College Board report and a senior fellow at George Washington University's Graduate School of Education. "It's a survey that relies on responses, whereas Trends in Student Aid deals with hard data. It's not clear that in tough times aid goes down."

But certainly the steep scholarship drop that students are reporting is worrisome. For students like Dixie Miller, it's the waiting game that's driving her crazy.

"We know there will likely be cuts, but we don't yet know to what degree," says Miller, who aims to finish her bachelor's degree at the University of South Florida. "I really have no earthly idea how to budget for this year."

(AP) ? A common phrase this year ? "Tiger's back" ? took on a new meaning Friday at The Barclays.

Woods felt a twinge in his lower back when he awoke and felt pain throughout the second round at Bethpage Black. He overcame a bogey-bogey start, struggled in the simple task of retrieving the ball from the cup and stayed well within range of Nick Watney and the resurgent Sergio Garcia, who shared the lead going into the weekend.

As many injuries as Woods has gone through the last two years, the way he grimaced and walked gingerly made it look as if this could be another.

But that wasn't the case.

"Must have slept funny on it," Woods said. "Soft beds at the hotel, and woke up this morning with it stiff. As I warmed up, it got progressively worse, and then you saw what happened on the golf course. It hurt all day."

He managed a 2-under 69, a good effort in the afternoon on greens that tend to get crusty.

More impressive were Garcia and Watney, also playing in the afternoon as they worked their way up the leaderboard. Garcia, who ended a four-year drought on the PGA Tour last week by winning the Wyndham Championship, made bogey on the third hole with what he called his worst swing of the week and atoned for that with a tee shot on the par-5 fourth that restored his momentum and sent him to a 68.

Watney, whose season has been so dismal that he isn't even in the Ryder Cup conversation as a potential pick, went eagle-birdie on the par 5s on the front nine and then survived a roller coaster of birdies and bogeys on the back nine that gave him a 69.

They were at 8-under 134.

Vijay Singh, who last won a PGA Tour event in 2008 when he captured the opening two playoff events and sailed to the FedEx Cup title, played bogey-free for a 67 and was one shot out of the lead, along with Bob Estes, who had a 66. John Senden (68) and Pat Perez (70) were another stroke back at 6-under 136.

Rory McIlroy noticed Woods wincing on the opening tee shot. About an hour later, McIlroy felt his own pain with sloppy mistakes during a four-hole stretch, three of them bogeys, that left him outside the cut line. But not for long. The PGA champion bounced back with an 18-foot birdie putt on the ninth, added two more birdies and had a 73.

The cut was at 1-over 143, ending the FedEx Cup playoffs for the likes of Robert Allenby, Ryder Cup captain Davis Love III and Heath Slocum, who narrowly got into the 125-man field at the start of the playoffs.

Garcia didn't look as though he would be around the PGA Tour's version of a postseason until winning last week in North Carolina by using a local club caddie, and then showing no signs of a letdown at Bethpage Black while using a CBS Sports spotter on the bag.

The Spaniard is getting his own yardages, compiling his own thoughts, going off his own instincts. And he's hitting a lot of very good shots.

"Golf is a funny game," Garcia said. "When you think that you have it under control, it kicks you down. And then all of a sudden, it gives you something to live it again, I guess. Obviously, if I'm not hitting the shots, then it doesn't help."

He hit plenty of good ones at Bethpage, including a chip-in for birdie from behind the green at No. 2, the drive that pleased him so much on No. 4, and an 8-iron from 171 yards on the tough fifth hole to about 8 feet for birdie.

Garcia announced after the round that he would not play in the Deutsche Bank Championship next week at the TPC Boston, saying he wanted to stay fresh for the Ryder Cup.

Watney hasn't given himself many chances this year, but if his game isn't coming around, at least his attitude is.

"If a football team is struggling, they win one game, it's not really a success," Watney said. "But in golf if you're struggling, you win one tournament, all of a sudden ... I don't know how Sergio was playing, but he wins last week and he's right up there again this week. He's climbing the rankings and all that stuff. Golf is funny in that way. Just a couple little things here and there, and all of a sudden you're playing great."

There was evidence of that all over Bethpage.

Padraig Harrington opened with a 64 and revived talk about his slim chances of making the European Ryder Cup. Then, he bogeyed his opening three holes and had to grind out a 75 to stay in the mix at 3-under 139. McIlroy went from three straight bogeys and three birdies in five holes. Singh was a forgotten Fijian until he shared the 36-hole lead with Woods at the PGA Championship, and now goes into another weekend with high hopes.

"I think I'm playing as good as I did in any part of my career," Singh said. "I'm hitting the ball as long. I'm hitting the ball straighter. I feel a lot of confidence in me. It's just I need to get some kind of momentum going. I thought I had it at the PGA, but I kind of let it slip there on Sunday. But it's all about how you're hitting it, and right now I'm striking the ball good. My distance is back, and I'm literally pain-free, which makes a whole lot of difference."

Woods was anything but pain-free Friday.

It became evident in the middle of the back nine, especially stooping over so carefully to pluck the ball out of the cup that it looked like he was doing a curtsey. The worst of it came on the par-5 13th, when he drove into a fairway bunker. Walking down the slope, he lost his footing, both feet landed in the sand with a thud. He stooped over to catch his breath, blasted out and eventually had to play a nifty pitch-and-run from the back slope of a cross bunker to save his par.

"It was like a section of movement, so it didn't hurt standing up, it didn't hurt at the bottom of a squat, but it was the somewhere-in-between-there it was going to catch. It would grab just before impact, so you'd kind of expect, it, so I could get through that," Woods said.

It's not the first time he has tweaked his back, so he knew how to get by.

Woods headed for the fitness trailer when he finished and said he would be fine on Saturday. As for the bed?

"I'm probably going to sleep on the floor," he said. "I do that in Europe all the time, so this is nothing new."

Exclusive: Santander to list unit in New York, Mexico Sept 25 - source

Banco Santander is looking to list its Mexican unit in Mexico and New York on September 25, a source close to the deal told Reuters late on Thursday.

The move is part of Santander's bid to shake off its association with its struggling home market, allowing it to remind investors of its international reach and paving the way for a listing of its British subsidiary next year.

The bank is considering listings in other parts of the world following its pattern of offerings for units in Brazil and Chile in recent years, the Mexico-based source said. The source added that he did not have details on the planned British listing.

The euro zone's biggest bank, which has suffered less than domestic rivals from the economic crisis in Spain because of extensive overseas interests, is looking to raise between $3 billion and $4 billion in the offering, Thomson Reuters IFR reported last week.

"It is very premature to talk about the pricing, the ranges are still very wide," the source said. "The date could change, but only if there was something serious in financial markets."

Book runners of the deal have started meetings with fund managers ahead of roadshows, which are expected to start shortly.

The Ve por Mas brokerage in Mexico City said it expects the Mexican portion of the listing to be priced at around 36.40 pesos a share, while other analysts forecast a range of between 30 to 37 pesos.

Santander plans to list about 25 percent of its Mexican unit, which is Mexico's third-largest bank by assets, with just over 6 percent being sold in Mexico and 18.7 percent abroad.

Spain accepted a 100 billion euro ($125.83 billion) European Union rescue to prop up its banks, although Santander is not expected to need any aid. The bank boasts a higher credit rating than the Spanish state, which is now inching towards a full sovereign bailout.

Santander press officers in Madrid were not immediately available for comment on the listing plans.

The bank upset investors this week when it said it would buy back some of its subordinated and hybrid debt, just one day after pricing a senior unsecured issue, ending a six-month debt freeze in the Spanish banking sector.

Santander, which saw first-half profits more than halve after writing down the value of Spanish real estate assets, said it wanted to improve the management of liabilities and strengthen its balance sheet.

MEXICAN PROMISE

Santander said in a preliminary prospectus that it saw Mexico as a good growth prospect due to its sound economic fundamentals, young population, growing middle class and low penetration of banking services.

Do you ever so so so so wonder about your daytime by daytime routines? Think about it, from the min. you wake up in the morning till you lay your head down to sleep. Think of the habits you have become regular to, or what you have been programmed to do in the morning. For example, taking your shower after your coffee or smoking a cigarette with that coffee, but earlier you broom your teeth! Regardless of what it is, conveive about the numerous habits you accumulate over time. So it goes onyou eat, you go to work, you consume again, you speak with a colleague & then consume again. After labor you come home & speak to your husband or wife about your day, consume again, then smash on the couch & watch TV. Then after a couple of beers head to bed & either make cherish or go to sleep. Until the next morning when you will wake up once more & it is another daytime with the same routine, with its same habits & it goes on & on for days, weeks, months & even years pass you by un-noticed and, I must say, in numerous instances wasted! Thats an exemplar of life for the majority of us. All we appear to do is debate about our lives & complain. Well, whats my point? In reality, in order to burst a routine or a pattern we have producted in life we must premier recognize the want to & then attempt to make numerous change. Otherwise nothing, just plainly nothing, will ever so so so so change. It is that simple! This is the tale of our earthlike life!

One time when I was seeing TV, Dr. Phillip C. McGraw was a client on the Oprah show. He was interviewing a lady (I do not recall her name) who was driving her husband nuts, all for the sake of satisfying her habit patterns. She thought stuff ought be done in a certain way, her way, but never brain her husbands path of doing it! Every single habit pattern has anything attached to it on a witting layer & on a sub-conscious level. This is what causes it to flourish & eventually becomes our reality. We must study to be honest, & audacious enough, to go intense inside ourselves in order to get to the bottom of the problem. But who has time to do that? In reality very couple of folks will be capable to competition themselves enough, without making all the excuses in the world to nullify handling their individual reality.

What I have establish fascinating in our human path of believing is that we often appear to have a stiff time admitting when we are wrong even when we already recognize we are. A habit pattern is any outcome or undergo in our life that is repeating itself over & over, time after time, year after year. It is when what appears to be our individual reality becomes too acquainted that we will have a stiff time describing between what is real, or what in reality is not, to us.

Zumba burns more calories per minute than power yoga, cardio kickboxing, step aerobics and even advanced Pilates group classes, a study by the department of exercise and sport science at the University of Wisconsin-La Crosse found.

The group dance-fitness program, which reports 12 million class participants in 110,000 locations across 125 countries, was identified as one of the most popular workout programs in ACE?s 2012 Fitness Trends to Watch.

Exercise physiologists began the study using a test group of 19 healthy females ranging in age from 18 to 22, all of whom had prior experience in a Zumba class. To establish a baseline of fitness, study subjects each performed a treadmill test to measure their heart rate and oxygen consumption. They then completed a single Zumba class, all taught by the same instructor, while wearing a heart-rate monitor.

All participants reached a heart rate maximum of 80 percent ? an average of 154 beats per minute ? which is well within industry guidelines suggested to improve cardiovascular fitness. Class participants also burned an average of 9.5 calories per minute.

That?s more calories per minute than power yoga, cardio kickboxing, step aerobics and even advanced Pilates group classes, which were all previously tested by University of Wisconsin La-Crosse researchers.

?Just like the participants, we were surprised at how effective Zumba is in terms of its calorie-burning potential,? said ACE Chief Science Officer Dr. Cedric Bryant. ?Zumba has built an entire culture around having fun and engaging participants in this party-like atmosphere, but until now, little research has been conducted to test its effectiveness.?

Aside from its calorie-burning potential, Bryant said, Zumba is such a fun and engaging activity that many participants don?t even realize they?re expending a high amount of energy.

?The number one reason people give for not engaging in physical activity on a regular basis is the perceived lack of time,? Bryant said. ?I would argue that we find time to do things that we deem fun and engaging.?

?Our study concludes that Zumba classes can be a high-intensity cardiovascular workout for many, but we also want to note the importance of instructor expertise to ensure maximum safety for participants,? Bryant said.

American Council on Exercise is the world?s largest nonprofit fitness certification organization dedicated to providing education that helps individuals live their most fit lives.

Train collision injures 2 dozen in northeast China

Two passenger trains have collided at a railway station in northeast China, injuring at least 24 people.

The official Xinhua News Agency says the trains collided Thursday evening at the Jiamusi railway station in Heilongjiang province. Station officials reached by phone said they had no information.

Xinhua cites a railway spokesman in the provincial capital as saying most of the people who were injured were preparing to get off a train when the other train collided into it, causing them to fall.

Xinhua reports that most of the injuries were slight and that five people are still under medical observation. An investigation is under way.

Xinhua also reports that elsewhere in Heilongjiang, three trucks plunged into a river after a bridge collapsed early Friday, killing three people.
