SANTA FE, N.M. (AP) - The state is offering its second annual amnesty program for parents behind on child support.

Gov. Susana Martinez says that anyone with an active bench warrant for failure to pay child support can go to any New Mexico Human Services Department Child Support Enforcement Division field office next week to pay their bond amount without fear of arrest. The amnesty period runs from 8 a.m. Monday, Aug. 20, to 5 p.m. Friday, Aug. 24. Those unable to pay the full-amount can seek a payment plan.

The following Tuesday, state police and local law enforcement officials will conduct a statewide sweep to round up still-delinquent parents.

A list of all non-custodial parents with outstanding bench warrants in New Mexico is posted on the HSD website, (

A cadre of Canuck veterans - Dwayne De Rosario, Kevin McKenna, Ante Jazic, Lars Hirschfeld, and Julian De Guzman, all over 30 - are desperate to make the current World Cup qualifying campaign count. ?For a lot of the guys, it?s our last chance to get to the World Cup,? 31-year-old midfielder De Guzman told FIFA.com, the urgency clear in his voice.?

?Confidence is high and there?s more stability in the team than in previous campaigns,? said De Guzman, who was in the sides that went out early, and badly, in qualifying for 2006 and 2010. It?s been 26 years since Canada made their one and only appearance at a FIFA World Cup finals, crashing out of Mexico 1986 after three straight losses.

While the traditional CONCACAF powers like Mexico, USA and Costa Rica received automatic berths to the current semi-final round, Canada were forced to play in a pre-qualifying group. ?It was a bonus for us,? said De Guzman about the grueling schedule, which took them far afield to places like Puerto Rico and St. Lucia. ?We were able to play six competitive games we wouldn?t have otherwise played. We got experience you just can?t get in friendlies. We were on the road, with guys fighting for spots. We suffered together.?

Road tested Team Canada
They also prospered together, going undefeated and finishing first in the section. ?By the time we got to Havana, we were ready,? added De Guzman, a stocky and muscular holding midfielder who knows when to burst into attack. The first game of their semi-final round, a tricky road test against Cuba, ended in a 1-0 win for the Canadians. ?It?s not easy to play on the road in CONCACAF,? the player reflected.

It was one of only two wins away from home for any of the teams in that round of qualifying, and it was immediately followed by a disappointing goalless draw against Honduras in Toronto. ?We let two points slip away that day,? said De Guzman, identifying home form as a problem. ?We still need to work on that killer instinct in front of goal,? he admitted.

If only we had a striker like Christine Sinclair. She and the team did the country so proud, and their bronze could have easily been gold.

But with just one in their two semi-final round games, he concedes: ?We still need to work on the last touch.?

There is a doggedness and a determination about De Guzman, of Jamaican and Filipino roots. He has known great highs and lows in a career that began in Germany with FC Saarbrucken before gaining momentum at Deportivo La Coruna, a major power in Spain?s La Liga at the time. He became a fan favourite at the Estadio Riazor and was named the club?s player of the year for the 2007/08 season, the same year he became only the second Canadian in history to be voted best player at the CONCACAF Gold Cup.

Hard homecoming
When his hometown of Toronto established a Major League Soccer (MLS) outfit in that fateful 2007, De Guzman harbored a dream to be a part of it. He signed a lucrative contract with the club two years later and was named captain, but he failed to gel with the side.

?Things didn?t work out for me or for the fans in Toronto, and that?s a sad thing,? he said, his voice going a shade quieter. In his first season of an injury-plagued spell there, Toronto finished near bottom and the next year they failed to reach the play-offs again. The writing was on the wall and De Guzman moved on to FC Dallas. ?This is the life of a professional footballer. Toronto will always be my home, but soccer is my living and I had to go.?

Up next for the Canadians, where De Guzman?s performances have been consistently stellar, are two games with Group C leaders Panama, the most improved team in CONCACAF in the last decade. ?The next game is critical,? he said. ?We need to beat them at home and then we?ll be in the driver?s seat, in a very good position to reach the next round (the six-team 'hexagonal').?

It all seems to come around to the dream of leading Canada back to the FIFA World Cup finals. ?Sometimes I?ll get a random phone call from De Rosario or Atiba [teammate Hutchinson] and we?ll just talk about it, talk about the World Cup," De Guzman said, emotion rising in his voice. ?This is our best chance. I want to be a part of the team that does it."

Climate and drought lessons from ancient Egypt

ScienceDaily (Aug. 16, 2012) ? Ancient pollen and charcoal preserved in deeply buried sediments in Egypt's Nile Delta document the region's ancient droughts and fires, including a huge drought 4,200 years ago associated with the demise of Egypt's Old Kingdom, the era known as the pyramid-building time.

"Humans have a long history of having to deal with climate change," said Christopher Bernhardt, a researcher with the U.S. Geological Survey. "Along with other research, this study geologically reveals that the evolution of societies is sometimes tied to climate variability at all scales -- whether decadal or millennial."

Bernhardt conducted this research as part of his Ph.D. at the University of Pennsylvania, along with Benjamin Horton, an associate professor in Penn's Department of Earth and Environmental Science. Jean-Daniel Stanley at the Smithsonian Institution also participated in the study, published in July's edition of Geology.

"Even the mighty builders of the ancient pyramids more than 4,000 years ago fell victim when they were unable to respond to a changing climate," said USGS Director Marcia McNutt. "This study illustrates that water availability was the climate-change Achilles Heel then for Egypt, as it may well be now, for a planet topping seven billion thirsty people."

The researchers used pollen and charcoal preserved in a Nile Delta sediment core dating from 7,000 years ago to the present to help resolve the physical mechanisms underlying critical events in ancient Egyptian history.

They wanted to see if changes in pollen assemblages would reflect ancient Egyptian and Middle East droughts recorded in archaeological and historical records. The researchers also examined the presence and amount of charcoal because fire frequency often increases during times of drought, and fires are recorded as charcoal in the geological record. The scientists suspected that the proportion of wetland pollen would decline during times of drought and the amount of charcoal would increase.

And their suspicions were right.

Large decreases in the proportion of wetland pollen and increases in microscopic charcoal occurred in the core during four different times between 3,000 and 6,000 years ago. One of those events was the abrupt and global mega-drought of around 4,200 years ago, a drought that had serious societal repercussions, including famines, and which probably played a role in the end of Egypt's Old Kingdom and affected other Mediterranean cultures as well.

"Our pollen record appears very sensitive to the decrease in precipitation that occurred in the mega-drought of 4,200 years ago," Bernhardt said. "The vegetation response lasted much longer compared with other geologic proxy records of this drought, possibly indicating a sustained effect on delta and Nile basin vegetation."

Similarly, pollen and charcoal evidence recorded two other large droughts: one that occurred some 5,000 to 5,500 years ago and another that occurred around 3,000 years ago.

These events are also recorded in human history -- the first one started some 5,000 years ago when the unification of Upper and Lower Egypt occurred and the Uruk Kingdom in modern Iraq collapsed. The second event, some 3,000 years ago, took place in the eastern Mediterranean and is associated with the fall of the Ugarit Kingdom and famines in the Babylonian and Syrian Kingdoms.

"The study geologically demonstrates that when deciphering past climates, pollen and other micro-organisms, such as charcoal, can augment or verify written or archaeological records -- or they can serve as the record itself if other information doesn't exist or is not continuous," said Horton.

This study, Nile delta response to Holocene climate variability, was published in the July edition of Geology, and was authored by Christopher Bernhardt, USGS; Benjamin Horton, Penn; and Jean-Daniel Stanley, Smithsonian Institution. Support for the work came from the University of Pennsylvania, the U.S. Geological Survey, and the Smithsonian Institution.

Contrary to popular belief, a history of yo-yo dieting doesn?t affect a person?s ability to lose weight in the future, a new study indicates.

Even if you?ve had problems with losing and regaining weight several times before, it?s never too late to try again, says Anne McTiernan, the study?s senior author and a researcher at the Fred Hutchinson Cancer Research Center in Seattle.

?You hear people say, ?Diets don?t work for me,? ? but they do work if you use a structure and stick with it,? she says. ?The message is: Don?t give up.?

For the latest study, McTiernan and colleagues followed 439 overweight or obese, sedentary women, ages 50 to 75, who did one of four programs: a reduced-calorie diet; a reduced-calorie diet plus an exercise program of at least 225 minutes a week of moderate to vigorous aerobic activity (mostly brisk walking); just an exercise program or no intervention.

Those who followed the reduced-calorie plan lost about 9% of their starting weight, an average of 16 pounds. Those on the reduced-calorie diet plus exercise program lost about 11% of their weight or roughly 20 pounds.

When most people think of identity theft, they only imagine the financial implications of someone opening up credit cards or writing bad checks. ?However, there is a whole world of ways that these creative thieves can use a victim's personal information. ?One of those ways is medical identity theft and even within this subset of crime there are even more typed of crimes to be?committed. ?One of those is what is called financial identity theft.

Examples of this type of fraud would include a hospital or a doctor billing you for medical services given to another person. ?The thief may or may not have a copy of your private insurance card. Here are the following steps you should take if you believe you have become a?victim?of this particular crime.

  1. Contact the billing department of the medical facility or doctor requesting payment. ?If you are receiving this notice from a collection agency, then contact the collection agency first. ?Explain that this is a case of identity theft or mistaken identity. ?If the billing department is reluctant to help, then contact the attending doctor, or the medical facility?s fraud or legal department.?
  2. Ask what proof they have that this person is you. ?There is almost always a physical description of the patient. ?Does it match you? ?You might be able to show that your height, weight, skin color, age, blood type, or sex is not the same as the ?patient.??
  3. Ask when service was provided. ?You might be able to prove you were somewhere else during that period.
  4. What service was provided? ?If surgery was done or a condition was diagnosed, you might be able to prove you don?t have a scar or that condition.
  5. Ask if your Social Security Number (SSN) was used or just a name and address. ?If your SSN was used, you will need to follow the information in ITRC Fact Sheet 100 ? Financial Identity Theft: the Beginning Steps and check your credit reports. ?This thief may be affecting your credit status in other ways. ?They may be opening new lines of credit or leaving other collection actions behind.
  6. Ask if this person used your medical insurance card or number. ?If so, contact your insurance company and report the problem. ?Ask for a new number on the replacement card. ?They may also have a fraud department that tracks cases.
  7. File a police report in your city and state of residence. ?You are a victim of a crime. ?At your earliest opportunity, obtain a copy of the police report.
  8. Send copies of your affidavit of fraud, the police report, any other supporting documentation proving identity theft to the medical billing department and any additional collection agencies which may be involved. ?Please remember to mail this documentation certified, return receipt requested.?
  9. Once the provider agrees this is a case of fraud or identity theft, get that agreement in writing and keep it in a safe place forever. This is called a Letter of Clearance.

NEW YORK (AP) ? Target Corp. raised its full-year profit projection Wednesday after the cheap-chic discounter reported better-than-expected second-quarter revenue that showed healthy spending in food, beauty, fashion and other items.

Target, based in Minneapolis, also issued a profit outlook for the current quarter well above analysts' expectations and cited a "positive" start to the back-to-school shopping season. The company's stock hit its highest point since 2007.

Target's rosier picture joins a number of other major retailers, including Macy's Inc., TJX Cos., and Home Depot, that have boosted outlooks as they feel more confident in shoppers' spending in the second half of the year. They're also becoming better at luring shoppers with special deals and other attractions.

The retail earnings season hits its climax Thursday with Wal-Mart Stores Inc., the world's largest retailer, releasing its report, along with Sears Holdings Inc. and Gap Inc. The results should offer deeper insight into consumer spending patterns.

The earnings reports, which cover the three months that ended in late July, add to a government retail sales report released Tuesday that showed Americans increased their retail spending in July by the most in five months. It offers encouraging news for the economy after retailers grappled with frugal consumer spending last spring.

Americans appear to be taking signals from the economy's modest but steady improvements. Employers added 163,000 jobs in July, the best month for job growth since February. Home prices are up. Consumers are expressing more confidence. And stock indexes are near their highs for the year. Analysts say the start of back-to-school season gives shoppers reason to spend.

Still, unemployment is hovering at an uncomfortable 8.3 percent, and the housing market is still shaky.

And with 99 days to go until Black Friday, retailers are cautious about the holiday shopping season.

"As we look ahead, we're mindful of the continued economic challenges facing many of our guests," Gregg Steinhafel, Target's chairman, president and CEO told investors on a call with analysts on Wednesday.

Target, which sells clothes and trendy decor under the same roof as toothpaste and cereal, has reached out to customers with two growth initiatives. It has been offering a larger selection of food and also a program it started in 2010, which gives shoppers a 5 percent discount when they pay with Target-branded credit and debit cards.

It has also expanded into urban markets using smaller versions of its big-box stores. It said Wednesday that it was pleased with the performance of its first three CityTarget locations in Seattle, Los Angeles and Chicago, which opened last month. Company executives foresee opening anywhere from 75 to a couple of hundred CityTarget stores.

Target is also preparing to move into Canada next year, its first expansion outside the U.S. It will soon begin opening the first of between 125 and 135 stores at store locations once owned by Canadian retailer Zellers.

Excluding expenses tied to its Canadian entry, Target earned $1.12 per share, which easily topped expectations of $1.01 per share on Wall Street, according to FactSet.

Revenue rose 3.5 percent to $16.78 billion in the quarter. Analysts had expected $16.75 billion. Revenue at stores opened at least a year rose 3.1 percent.

Target's is the latest in a series of positive reports from stores:

? On Tuesday, Home Depot, the nation's largest home-improvement retailer, said healthy sales of paint, bathroom accessories and kitchen installations helped lift its second-quarter net income 12 percent.

? TJX Cos., which sells discounted brand names under such store banners as T.J. Maxx and HomeGoods, said its second-quarter net income jumped 21 percent on better sales.

? Macy's raised its annual earnings guidance last week after reporting a 16 percent increase in net income in the second quarter. Macy's executives specifically cited a pickup in their teen clothing business, which had been weak.

Not everyone is faring well. A handful of stragglers have been hurt by mistakes in merchandising or prices that turned off shoppers. Those who have a significant presence in Europe have also been stung by that region's debt crisis.

Among those: Teen merchant Abercrombie & Fitch Co. It has been struggling to sell its preppy jeans and T-shirts at a time when fashion trends are shifting and a rough economy has left teens around the world on tighter budgets. It's been grappling with weaker sales from its stores in Europe, compounding weakening U.S. sales.

Target forecast earnings per share for the current quarter to be anywhere from 83 cents to 93 cents. Analysts surveyed by FactSet expected 77 cents. Target also raised its profit guidance for the year by a nickel to $4.65 to $4.85 per share. Analysts had been expecting only $4.30 per share.

Target's shares rose more than 2 percent, or $1.53, to $64.91 in midday trading. They are up 25 percent since the beginning of the year.
