GM's full-size hybrid pickups, the Chevrolet Silverado Hybrid and GMC Sierra Hybrid, for much of the time they've been on sale, have offered the highest gas mileage of any full-size truck on the U.S. market.

Yet these hybrid pickups, which were introduced for the 2009 model year, have been surprisingly slow-selling. Total sales numbers for the GM [NYSE: GM] full-size hybrid trucks added up to just 3,114 last year, from a high of 8,797 across five models in 2009.

And now, we've received official confirmation that they're discontinued.

At a special event last week previewing GM's 2014 Chevy Silverado and GMC Sierra, GM North America President Mark Reuss confirmed to us that this so-called Two-Mode Hybrid system is no longer part of GM's plan for pickups.

New engines, but no more Hybrid

?In this truck we decided to go with the EcoTec3 technology, with the V-6 and the two V-8s, and we think that's the best solution for our customers,? said Reuss. ?So with this next generation it will not be a hybrid.?

The information is expected, in light of several reports in recent months?one from GM Inside News?citing company insiders indicating that the system was to be dropped in some or all of its current models.

Reuss declined to comment on the future of the system in the company's SUVs, like the GMC Yukon and Chevrolet Silverado, which are both currently offered with the Two-Mode system and due later this year for a significant refresh as well. Some sources had as recently as a few months ago confirmed that the automaker was still planning to offer the system in a refreshed Cadillac Escalade Hybrid?a vehicle that's served as a green image-booster for celebrities and business leaders.

Possible in the Escalade, too expensive in other models?

Price is a likely factor in these trucks' poor sales performance. Although they offer excellent EPA mileage ratings of 20 mpg city, 23 highway?for a best-in-class 21 mpg Combined?as well as good performance plus respectable towing and hauling ratings, the Chevy starts at $40,885, while the GMC starts at $41,305 for 2013.

For 2013, the mileage-focused Ram 1500 HFE model is the first full-sizer to tie that 21-mpg Combined rating; and it has an MSRP of just $28,250. GM hasn't yet revealed gas mileage ratings for its full-size trucks, which get new technology including direct injection, cylinder deactivation, and variable valve timing for an all-new V-6 engine and two new V-8s. The new V-6 might not quite meet the mileage of the Hybrid, but it would be far more affordable, with sales numbers that would figure significantly into average fuel economy calculations.

The Two-Mode system represents years of engineering and development collaboration between General Motors, BMW, and the company then known as DaimlerChrysler. Yet the once-promising partnership largely dissolved several years ago, leaving GM as the sole proprietor of the system. Outside of these GM pickups, as well as the Chevrolet Tahoe Hybrid, GMC Yukon Hybrid, and Cadillac Escalade Hybrid, the only other new vehicle offering a related system from the cooperation is the 2013 BMW X6 ActiveHybrid.

White House: changing inflation calculation a "technical change"

WASHINGTON (Reuters) - The White House said on Tuesday that a proposal to change inflation adjustments to Social Security benefits would affect other government programs that use the government's Consumer Price Index as an inflation gauge.

The proposal was part of an effort by President Barack Obama to compromise on deficit reduction issues in the ongoing "fiscal cliff" talks, spokesman Jay Carney told reporters.

But he characterized the change, requested by Republicans, as "technical," and said a clause in Obama's fiscal cliff plan would protect the elderly and other vulnerable groups from harsh adjustments to Social Security benefit payments.

Watch-out-lAs noted by The Economist earlier this month, the ?big four? of tech ? Google, Facebook, Amazon and Apple ? are increasingly playing in each others? sandboxes. Google and Facebook compete on the social network battlefront. Meanwhile Facebook is more than likely building a search ad business to compete with Google?s and will probably buy its own ad platform too. And then Google is making its paid and organic search results more social to compete with Facebook. Amazon, the commerce company, sells media to compete with Apple?s iTunes and now makes its own devices to compete with the iPhone and iPad. Bringing it full circle, Apple?s iAd mobile advertising business is nothing to sneeze at.

Next year Amazon plans to crank up the competition further, with an aggressive push into advertising. According to an extensive profile by Tim Peterson in today?s issue of Adweek, the company will offer realtime bidding that plugs into Pubmatic and Google?s AdX, allowing advertisers to retarget outside of Amazon.com. (The commerce company revealed its plans for advertising in 2013 at Advertising Week in New York.) Peterson called the potential business a ?weapon of mass destruction,? which is a term I can?t argue with.

Amazon The Advertising Company is a scary thought for the other big ad companies? particularly if you look at what CEO Jeff Bezos has done to other industries he?s entered. The company currently makes a tiny, tiny percentage of its income on ads ? they, along with Amazon Web Services and credit cards, represented less than five percent of the company?s revenue last quarter.?Amazon?s ultimate goal is to use advertising to make its prices even lower, a scary thought for any merchant whose products have UPC codes.

An adtech ecosystem with cookies means Amazon can take its recommendation algorithm and retargeting outside its own site. That?s a big business on its own.

An adtech ecosystem without cookies and with privacy measures such as Do Not Track (maybe, possibly) leaves Amazon even more well-positioned to take up the advertising torch. It?s because the alternative to cookies is personally identifiable information. As the world?s biggest online shopping mall, Amazon has that information, including your credit card and your browsing history on the site. And, for advertisers, that?s just as valuable as Google?s holy grail of advertising, search intent. (For privacy-concerned users, perhaps not so much.) Apple and Microsoft have been using their leverage in the browser wars to kill cookie-based advertising and thwart Facebook and Google, which profit from it. The inadvertent beneficiary of those actions is Amazon.

What?s funny is that we for some reason trust Amazon with all this much information on us as individuals. According to a Placecast survey from earlier this year, the only company we trust more than grocery stores to use our data is Amazon.com. Sixty six percent of those surveyed were very comfortable or somewhat comfortable with Amazon using their data to promote relevant products. Grocery stores got 81% of the group?s trust; Google clocked in at 41 percent. And then there?s Facebook, which scored below credit card providers, merchants and cell phone service providers. Just 33 percent of those surveyed saying they were comfortable with Facebook using data for ad targeting.

It?s one thing for Amazon to have the data, it?s another for people to feel comfortable with us using it. Facebook, which sits on a treasure trove of data about us, is terrified to use it, thanks to the weekly privacy outrages (real or perceived), about the service. The company isn?t even comfortable using Like data to serve gift recommendations yet. We are paranoid about the ways Facebook might exploit the intimate, emotional connections and personal photos we use the site for. Likewise, Google?s myriad of essential web services make?plenty of us paranoid. But our spending habits on Amazon, the site storing our credit card info? No problem!

Amazon probably hardly noticed last month when Facebook launched its latest attempt at commerce with Facebook Gifts. But next year, when Amazon takes a bite out of the core businesses of Facebook and Google with its advertising platform, I?m guessing there?ll be a real fight.

    Museums are, in most cases, publicly-owned holders of vast amounts of information that are, by definition, open to everyone. Location restrictions, however, usually limit public access. The Internet could change this: once museums digitise their collections and upload them onto their Internet sites, online access would be possible for anyone, anywhere. The difficulty in this case would be that there are practically thousands of museums around the globe, ideally each maintaining its own Internet site. Users therefore face substantial difficulties when conducting research online. From this point of view it is probably a self-evident development to aggregate online museum content in a single website, in order to facilitate user access. This explains the initiatives, for instance, of Europeana from the public sector and the Google Art Project from the private sector ? each one in terms of content volume and user exposure holds a pre-eminent position among its (Internet) peers. These initiatives, however, are disruptive, both as regards business methods and legal systems, challenging traditional notions and treading at the borders of well-established legal principles and long-serving rules and regulations. This article discusses the legal issues raised by the contemporary aggregation initiatives of museum content over the Internet, by reference to the above two initiatives. Questions relating to copyright, the sui generis database right, as well as, the issues of systems? interoperability, public sector information and restitution will be addressed in the analysis that follows.

Since online and offline activities are seamlessly integrated, cybercrime is no longer a specialist field but affects the core of 21st-century criminal law. The transformation of crime exposes gaps in substantive and procedural criminal law, creating three types of challenges. First, regulatory challenges, e.g., how to deal with sovereignty and jurisdiction conflicts in borderless cyberspace. Second, normative challenges, such as value conflicts related to Internet content. Third, technological challenges, related to secure computing and value-sensitive design. The interplay of these challenges should lie at the heart of criminal-law research in the cyberspace age.
    Classic legal research often addresses problems in a one-dimensional manner: the law is taken as a given and then applied to a societal issue, or a social development is used to argue why and how the law should change. However valuable such research can be, legal research needs to factor in the role that technology increasingly plays in law and society, as well as the process of the mutual shaping of regulation, technology, and society. This calls for multidisciplinary research aiming for prudent solutions to regulatory problems. If criminal law is to stay abreast of the 21st century challenges of crime permeated by cyberspace, dogmatic understanding of the criminal law system itself no longer suffices. Rather, researchers need to be well-versed in regulation theory, adopting concepts like the regulatory tool-box and multi-level governance, to meet the challenges of globally, digitally networked crime.

    This paper revisits the discussion on ?Cyberanarchy? between the unexceptionalists (with Jack Goldsmith as their spokesman) and the regulation-skeptics (represented by David G. Post). The latter?s ?scale matters? thesis is illustrated briefly for copyright law, privacy and freedom of expression. The conclusion is that scale matters indeed, and that ?old? legal solutions need reconsideration.
